- Page 1 of 4 This Sources Sought Notice is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise because of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter negotiations to award a contract. The information provided may be used by the Department of Veterans Affairs in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract based on this Sources Sought Notice or to otherwise pay for the information submitted in response to this Sources Sought Notice. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The VA Heartland Network 15, Contracting Office located at 4101 4th, Leavenworth KS 66048 requests information to identify potential sources capable of providing Laundry Transportation Services, to the Western Orbit which consists of the following Veterans Affairs Medical Centers: Wichita, KS, Topeka, KS, Kansas City, MO and Columbia, MO. These services are required to start 09/17/2018. (3) Scope: a. The distribution of the laundry shall include, but is not limited to, transportation of clean and soiled laundry, sanitation of the trailers, backing into loading docks, switching trailers, and loading and off-loading carts from the trailer. Contractor shall be responsible for providing trailers with an interior that is capable of being sanitized and ensuring all carts are secure during transport. The trailer must be capable of holding an estimated 24 carts that are 28 x 55 x 55. b. Some holiday s transportation may be required. The contractor will be provided a minimum of forty-eight (48) hours advance notice if they are required to work a regularly scheduled holiday. c. After the soiled linen is unloaded at the VAMC Leavenworth, the trailer will be sanitized using a remote wand cart washing system provided by the Leavenworth facility. The sanitizing process takes approximately 15 minutes. Leavenworth shall provide training for the driver/drivers on this equipment. d. The contractor shall notify VAMC Leavenworth as soon as he/she is aware there will be a delay and give an estimated time of arrival. The contractor is required to meet all scheduled times. Any delays more than one (1) hour will be considered as unacceptable performance. e. The contractor trains all new drivers as to location of trailers and duties other than sanitizing the carts. The contractor assumes custody of the inventory and is responsible for any losses that occur in route to any of the aforementioned facilities. f. Equipment: The contractor shall maintain his/her equipment to comply with all Kansas/Missouri Departments of transportation standards. g. Regulations: The contractor is responsible to follow and abide by all laws, rules and regulations of the Federal, State and County governments. (B) DELIVERY AND PICK UP WICHITA, KS: (1). One (1) trailer shall be required as the same trailer will be used to deliver and pickup soiled linen for the VAMC Wichita, KS. (2). Wichita, KS schedule (Mondays and Thursdays) Task No Later Than Pick up clean linen at Leavenworth, KS 6:30 a.m. Deliver clean linen to Wichita, KS 10:00 a.m. Pick up soiled linen at Wichita, KS 10:15 a.m. Deliver soiled linen to Leavenworth, KS 3:00 p.m. COLUMBIA, MO: (1). Two trailers shall be required. One trailer shall be taken to Columbia and parked at the dock and left for the VAMC Columbia to load soiled linen. The 2nd trailer shall take a load of clean linen to VAMC Columbia per the schedule below. The empty trailer shall be taken to VA Columbia on the effective date of the contract. VA shall load the soiled linen for pickup and delivery to VAMC Leavenworth. The normal routine will be to take the clean linen to Columbia, unhook and hook up the trailer with the soiled linen for trip back to Leavenworth. (2). Columbia, MO schedule (Tuesday and Fridays) Task No Later Than Pick up clean linen at Leavenworth, KS 6:30 a.m. Deliver clean linen to Columbia, MO 10:00 a.m. Pick up soiled linen at Columbia, MO 10:15 a.m. Delivery soiled linen to Leavenworth, KS 2:00 p.m. KANSAS CITY, MO (1). Two trailers shall be required. One trailer shall be taken to Kansas City and parked at the dock and left for the VAMC Kansas City to load soiled linen. The 2nd trailer shall take a load of clean linen to VAMC Kansas City per the schedule below. The empty trailer shall be taken to VA Kansas City on the effective date of contract. VA shall load the soiled linen for pickup and delivery to VAMC Leavenworth per the schedule below. The normal routine will be to take the clean linen to Kansas City, unhook and hook up the trailer with the soiled linen for trip back to Leavenworth. (2.) Kansas City, MO schedule (Mondays, Wednesdays and Fridays) Task No Later Than Pick up clean linen at Leavenworth, KS 6:30 a.m. Deliver clean linen to Kansas City, MO 8:30 a.m. Pick up soiled linen at Kansas City, MO 8:30 a.m. Delivery soiled linen to Leavenworth, KS 11:00 a.m. TOPEKA, KS (1). Two trailers shall be required. One trailer shall be taken to Topeka and parked at the dock and left for the VAMC Topeka to load soiled linen. The 2nd trailer shall take a load of clean linen to VAMC Topeka per the schedule below. The empty trailer shall be taken to VA Topeka on the effective date of contract. VA shall load the soiled linen for pickup and delivery to VAMC Leavenworth per the schedule below. The normal routine will be to take the clean linen to Topeka unhook and hook up the trailer with the soiled linen for trip back to Leavenworth. (2). TOPEKA, KS SCHEDULE (Mondays and Thursdays) Task No Later Than Pick up clean linen at Leavenworth, KS 6:30 a.m. Deliver clean linen to Topeka, KS 8:30 a.m. Pick up soiled linen at Topeka, KS 8:30 a.m. Delivery soiled linen to Leavenworth, KS 11:00 a.m. (C) CART SPECIFICATIONS: Government furnished carts are 28 x 54 ½ wide x 55 depth with an overall height of 63 with casters. Trailers must be able to accommodate 24 carts utilizing bars and straps with e-track. Average number of carts per trips is 20. Carts must be loaded onto trailers in accordance with laundry procedures to prevent damage to carts. (D). LINEN INVENTORY: In October of each year a linen inventory is conducted by the Government. The time frame for deliveries may vary slightly the day of the inventory. The contractor will be notified by the Contracting Officer s Representative (COR) as soon as it is known that delivery schedule will be impacted as a result of linen inventory. (E) WEIGHT: Average weight per trip based on past history is: Wichita& Topeka Columbia & Kansas City Soiled: 6591 pounds 9123 pounds Clean: 6033 pounds 8812 pounds (F) GENERAL ADMINISTRATION: (1) PLACE OF PERFORMANCE: (a) Leavenworth KS, VAMC, Wichita, KS VAMC, Topeka, KS VAMC, Kansas City, MO VAMC and Columbia, MO VAMC. The North American Industry Classification System Code (NAICS Code) is 48410 (General Freight Trucking) size standard $27.5 Million. Based on this information, please indicate whether your company would be a Large or Small Business and have a socio-economic designation as a small business, VOSB or SDVOSB. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request.
