Synopsis/Solicitation N00178-18-Q-0253 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a Sole Source Justification basis. The required fiber-optic gyro manufactured by KVH Industries, Inc. meets Navy Dahlgren Division Standards. The requested materials must be compatible in all aspects (form, fit and function) with existing systems presently installed. Utilizing a different vendor for the requested hardware would result in an unanticipated and unbudgeted duplication of costs estimated to be in excess of $400,000.00 and an estimated three (3) months to test, develop and field new equipment and processes. KVH Industries, Inc. is located at 50 Enterprise Center Middletown, RI 02842. Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be Firm-Fixed-Price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 14 September 2018, no later than 12:00 p.m. EST with an anticipated award date by 24 September 2018.
