- Notice of Intent to Sole Source The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 13.106-1(b)(1)(i) soliciting from a single source. The proposed source is the Quidel Corporation, 12544 High Bluff Drive, Suite 200, San Diego, CA 92130, for anti-human C5 Polyclonal antibodies for use in animal models. This requirement is in support of ongoing research protocols at the Naval Medical Research Unit, San Antonio (NAMRU-SA), Fort Sam Houston, TX. No other source can provide anti-human C5 Polyclonal antibodies for use in animal models that block the formation of the C5b-9 (MAC) complex as well as reduce the hemolytic activity of the endogenous protein. Additionally, no other source can provide C5 Polyclonal antibodies that inhibit the complement activation via the C5 pathway and is purified on sodium azide prior to use. It is imperative that the continued utilization of an identical product occur to maintain the consistency and accuracy of data. Inconsistent use of and varying products may result in the invalidation of the prior body of research, thereby preventing a successful research mission. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and price information in sufficient detail. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 1:00 PM Local Time, 25 September 2018.
