Description
The Naval Air Warfare Center, Aircraft Division (NAWCAD), AIR-2.5.1.6, at Patuxent River, MD intends to negotiate and award a sole source, Firm-Fixed-Price (FFP) contract for product life cycle management and engineering support services to Insitu, Inc., Bingen, WA. The FFP contract's period of performance will span up to three (3) years, with one (1) base year and two (2) option years, in order to support Naval Special Warfare (NSW) and sustain critical Government owned MQ-27 Series Unmanned Aircraft Systems (UAS), in support of United States Special Operations Command (USSOCOM) Multi-Mission Tactical UAS (MTUAS). Insitu, Inc. is the only source available that can provide product life cycle management and engineering support services for the NSW MQ-27 Series UAS. As Insitu has retained full ownership and proprietary rights to all technical data for the NSW MQ-27 Series UAS, as they fully funded the development of the MQ-27 Series UAS, the materiel solution for the MTUAS program of record (PoR). Insitu, Inc. is the only firm with the unique knowledge, experience, and approved operational clearances to provide the required services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. The authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements." This notice of intent is NOT a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
