- NASA Armstrong Flight Research Center (NASA/AFRC) plans to issue a sole source contract to ATI Aviation Services, Cleveland, OH to provide Landing Gear Overhaul for a Douglas (Boeing) DC-8-72 Aircraft in support of the NASA Airborne Science Program DC8 aircraft. The contractor shall provide a complete overhauled landing gear ship set for the NASA Airborne Science Program DC-8-72 aircraft. This includes: •LH and RH MLG Bogie & Shock Strut Assembly •Nose Landing Gear (NLG) All assemblies shall include all components that would enable an operator to install/change the landing gear as an all-inclusive Ready for Installation (RFI) assembly. The MLG Side-brace Assemblies (LH and RH) do not require an overhaul. Assembles and Components to be Overhauled: •Overhaul and Build-up DC-8-72 NLG Assembly - P/N 5716694-521, S/N L1809 •Overhaul and Build-up DC-8-72 Bogie & Shock Strut Assembly (LH) - P/N 5719145-507, S/N L1807 •Overhaul and Build-up DC-8-72 Bogie & Shock Strut Assembly (RH) - P/N 5753118-5532, S/N L1808 Note: Wheels, Tires and Brakes are not included in the build-up. Life Limited Parts must extend to the next overhaul with time remaining; NASA currently has a required life cycle of 16 years after Landing Gear installation. ATI Aviation Services company, has the unique tooling, facilities, knowledge in DC8 Landing Gear required to accomplish the requirement. Due to the unique nature of the DC8 Landing Gear, the ATI Aviation Services Company is the only firm that can provide these required services and materials. The Government does intend to acquire a commercial item using FAR Part 12. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 2:00 p.m. PST on September 14, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency.
