- NOTICE OF INTENT TO SOLE SOURCE This posting constitutes the United States Agency for Global Media (USAGM) formerly the Broadcasting Board of Governors (BBG), synopsis notice of Intent to award a sole source contract as required under FAR 5.2 Synopsis of Proposed Contract Actions. This Notice of Intent is not a Request for Quote (RFQ) or a Request for Proposal (RFP). The USAGM, Office of Management Services/Contracts (OMS/C) located at 330 Independence Ave, S.W., Washington, D.C. 20237, intends to award a Firm-Fixed Price contract to Target Media Group, located in Juba, South Sudan to provide relocation, hosting and operations of the USAGM's Voice of America (VOA), FM broadcast station located in Juba, South Sudan. More specifically, this procurement requires the following activities: 1.Relocating the transmitter antenna and receiver from the US Embassy in Juba, South Sudan to Jebel, South Sudan 2.Satellite dish installation at Classic 3.Allocating antenna space to the USAGM's VOA Antenna on the Classic FM mast 4.Provide space for transmitter and receiver and other accessories in server room 5.Provide services of energy (Electricity, Generator) to power the transmission set 6.Provide security (which) is very important 7.Provide maintenance both preventive and routine for VOA equipment 8.Provide air conditioning 9.Also included are the advantages of site location such as: a.Bigger area coverage b.Constant maintenance due to easy access of facility c.Reduced costs of hosting the VOA Frequency. Materials and services used for this procurement must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment consists of FM Radio Broadcasts transmitters and antenna systems that must interface and perform with all other assigned frequencies and parameters in the VOA FM Radio Broadcast Network. The service required to provide the USAGM with enhanced FM Broadcasts in Jubel on a 24 hour, 7 day per week basis is estimated to cost $40,800 (U.S. Dollars), plus a onetime fee installation fee of $7,600 for an estimated total cost $48,400. This requirement is anticipated to begin immediately upon contract award. This firm-fixed price award will include a base period with four (4) one (1) year option periods. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. s 3304(a)(1) which is implemented in FAR 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." The nature of the proposed sole source award requires these unique services and supplies to be provided by Target Media Group for the base year contract and four (4) one (1) year option periods. The Contractor has past experience performed this requirement and to use another Contractor would result in an interruption of the Services. This would be considerable cost to the Government. The USAGM could not identify any additional potential sources beyond the Target Media Group, who can meet the USAGM's requirement. It has been determined that Target Media Group is the only known Contractor to USAGM who is capable of providing the Services. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above. Also, interested firms must state how they would fulfill the requirement above and include appropriate documentation describing the number of years they have been providing such services. The written response received from interested firms shall provide sufficient details to allow for an evaluation by the government without the need for the submission of additional information. The written response must be submitted to Jacqueline Gray, Contract Specialist by September 18, 2018 at 4:30 pm, Eastern Daylight Time (EDT) via email to jgray@bbg.gov. ALL ATTACHMENTS MUST BE SENT IN "PDF FORMAT" AND INCLUDE THE SOLICITATION NUMBER IN THE SUBJECT LINE. PLEASE NOTE THAT THE TOTAL SIZE OF ALL ATTACHMENTS MUST NOT EXCEED 23MB. Telephone or faxed responses are NOT acceptable and will NOT be considered. Any questions regarding this Notice of Intent shall be in writing and submitted to Jacqueline Gray, Contract Specialist, via email to jgray@bbg.gov and must include the solicitation number in the subject line. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This is a Public Notice and is not a Request for Proposal or Request for Quote.
