Description
This Combined Synopsis/Solicitation is for the acquisition of two ASP AllClear Sterrads Sterilization Systems and accessories for the VA San Diego Healthcare System. In accordance with 38 USC 8127(d) Veterans First Contracting Program, and VAAR 852.215-70 Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors, this Combined Synopsis/Solicitation is competed as a Service Disable Veteran Owned Small Business set-aside. This is a BRAND NAME ONLY acquisition due to application with the hospital s current sterilization systems. The Brand Name Only justification is attached. All questions must be emailed by 1200 noon on 9/12/2018 to provide time to respond to all interested parties. No questions via telephone will be answered. All offers must include the cost of shipping / freight to 92161 into the cost of the line items. All offerors must include a letter from the manufacturer stating that your company is authorized to distribute their products. All offers must be emailed on company letterhead in PDF format or using the SF1449 below to bryan.boggs2@va.gov by 0800 AM PST on 9/13/2018. No late offers will be considered. BRAND NAME JUSTIFICATION FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES PROCUREMENT REQUEST 36C26218U0185 In accordance with Federal Acquisition Regulation (FAR) 11.105(a)(1), the particular brand name, product, or feature is essential to the Government s requirements, and market research indicates other companies similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency s needs ¨ For brand name purchases not exceeding the simplified acquisition threshold (FAR 13.106-1(b)(1)). x For brand name acquisitions of commercial items in excess of the simplified acquisition threshold conducted pursuant to FAR subpart 13.5 (13.501(a)). Justification for other than full and open competition under the authority of section  4202 of the Clinger-Cohen Act of  1996 or the authority of the Services Acquisition Reform Act of  2003 (41  U.S.C.  428a). The Sterrad Sterilization System by Advanced Sterilization Products (ASP) exploits the synergism between peroxide and low temperature gas plasma (an excited or ionized gas) to rapidly destroy microorganisms. At the completion of the sterilization process based on this technology, no toxic residues remain on the sterilized items. The technology is particularly suited to the sterilization of heat and moisture sensitive instruments since process temperatures do not exceeded about 50 degrees C (140 degrees F) and sterilization occurs in a low moisture environment. Total process time is about one hour. The efficacy of the process has been demonstrated against a broad spectrum or microorganisms and on a large number of substrates used in medical instruments. The Sterilization Processing Department (SPD) only uses ASP systems and all SPD personnel assigned to operate and maintain the sterilization systems are trained on ASP sterilization systems. An additional $15,000.00 to $20,000.00 would be required to train all SPD personnel on all the operating procedures of a different brand of sterilization system. Also, the SPD would require an additional $9,000.00 to 12,000.00 to purchase replacement parts for a new brand of sterilization system. Furthermore, the SPD has a limited amount of space to store replacement parts for their sterilization systems and a new brand of sterilizer would require an additional storage space which is not available. Lastly, the SPD has only purchased the ASP brand of sterilizer and changing to a new brand of generator would require additional funding for training and spare parts. This additional funding and time for additional training on a new brand of sterilizer is not available to the SPD. Any loss in sterilization services to the VA San Diego Healthcare System could disrupt veteran patient care. Market Research was conducted through a search of the Office of Small and Disadvantaged Business Utilization website, National Acquisition Center website, and the General Services Administration website for vendors of the Allclear Sterrads Sterilization System provided two contractors. Therefore, this solicitation is posted for five days to increase competition. Based on procurement history, pricing from the manufacturer, and pricing from authorized distributors, the estimated pricing is fair and reasonable to the government. Based on the Contracting Officer s judgement and determination, this justification is accurate and complete to the best of the contracting officer s knowledge and belief.
