Description
The U.S. EPA, Office of Administration and Resources Management (OARM) intends to negotiate on a sole source basis with Farnsworth Group, INC to provide construction phase follow-on services for the Corvallis Laboratory Consolidation (CLC) Phase 2 under the authority of 41 U.S.C. 253(c)(1). EPA requires an Architect-Engineer Construction phase follow-on services contract for the Corvallis Laboratory Consolidation (CLC) Phase 2 project. Farnsworth created the original design documents under Contract EP-C-12-026, Task Order 11 in accordance with EPA requirements. Farnsworth has provided professional services associated with follow-on services integral to the completion of the overall CLC project, and some of these services will need to be confirmed, updated, and completed for Phase 2 of this project. The firm has just completed providing the construction phase follow-on services for the first phase of the CLC project, and is uniquely and logically capable to continue with the construction phase follow-on services for Phase 2 of the project. Farnsworth Group, INC is the only known source able to satisfy the need for the CLC Phase 2 project. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing the A/E construction follow-on services based on the original design by Farnsworth may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Officer within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. Documentation should be submitted in writing to Donald L. Wentzel via email at wentzel.donald@epa.gov. Telephone responses will not be honored.
