- Elevator Maintenance Site Visit Questions and Answers: Q #1: Can a record of both five (5) year and one (1) year safety tests be provided and the last completed date(s)? A #1: The only inspection performed on the elevator systems was performed by OMNI Elevators when they were here. These inspection results were given to the guest service vendors. Q #2: Are there any reports, abatements, or records regarding existing asbestos? During the 9-7-2018 bidders walkthrough, we noticed a danger sign regarding Asbestos in Building 41 machine room area. Photo below. A #2: This sign posting was required by law and its sole purpose is to WARN people that there may be residual asbestos material existing on hot water heater tanks and associated connection pipes wrapping. Otis informed me that there is asbestos material found in and around the DC motor brake mechanisms. Q #3: Section(s): B9 Are all safety tests required by ANSI A17.1 to be completed on Overtime or Regular time? A #3: OVERTIME Q #4: Section(s): B.3 and Q.1 Please qualify the difference between weekly Maintenance & Repair Service, and "weekly" Inspections? Are inspections required to be completed during minimum required maintenance hours? A #4: Weekly Repair > normal maintenance Maintenance & Repair > Preventative Maintenance Inspections are NOT required to be completed during minimum required maintenance hours. Q #5: Section(s): G.6 Do all units currently have wiring diagrams available? Can an inventory be provided of all existing wiring diagrams? A #5: We have a limited number of diagrams, as-builts, spec-sheets, conduit and technical diagrams, and similar related materials. Some of our PROJECTS engineers may be able to locate such reference information. Research of these sources can be done on an individual basis. As such information is discovered & becomes available, it will be indexed and archived for reference by NMVAHCS engineers and privileged vendors. Q #6: Section(s): G.12 During 9-7-2018 walk-through we identified an asbestos sign in the machine room area of Building 41 which stated, "avoid creating dust". Please clarify any special cleaning requirements and/or processes due to existing hazard. A #6: Refer to RFI #2 above. Q #7: Section(s): K What is the average number of regular time and overtime callbacks you are experiencing each month currently, and are there any particular elevators that the callbacks are most attributed to? A #7: Invoicing details don t allow detailed tracking, but all 4 service elevators are the hardest used and contribute to most of the call-outs. routine callout services Q #8: Section(s): I.1 Please clarify the current approval process for callbacks that may be the result of vandalism, misuse, negligence, etc.? A #8:Overtime must be approved by Engineering designee, maintenance control. If found to be negligence, it is billed outside of the maintenance cost. Q #9: Section(s): I Please confirm elevator components that must be repaired and/or replaced are excluded from the contract scope if they are found to be obsolete by the original manufacture, and will therefore be billable. A #9: As far as we can determine, the majority of MCE controllers can still be obtained. Motors and ropes may be needed, rope grippers are on hand. We will want 1 spare motor and controller. Any parts that are found to be obsolete may be billed. Q #10: Section(s): S.7 Can Original Equipment Manufacturer(s) performance standard specifications be provided for each elevator? A #10: Unfortunately, this information is not readily available at this time. Q #11: Section(s): AE Please clarify the intent of "Services Outside Normal Maintenance". Are these items to be EXCLUDED from the maintenance agreement coverage until they are replaced at additional charge to the owner? Please clarify exactly what is included in "Controls improvements". A #11: The intention of the Services Outside Normal Maintenance is to cover items that need to be replaced that would not be covered by regular maintenance. The items listed in the scope are items that we have been looking at replacing based on recurring problems that we have seen so far. If other items are found through the course of the contract, they may be added to this line item at additional cost. These parts are still to be maintained during regular maintenance, but will replaced at some point during the contract. Controls improvements would be an additional item to be added later if issues with controllers continue and replacement/upgrade is recommended and available. Q #12: Section(s): B.3 Price Cost Schedule For the purpose of breaking out individual prices, please define the difference between Maintenance Service, Emergency Service, and Services Outside Normal Maintenance? A #12: Maintenance Services: preventative maintenance (changing light bulbs, cleaning debris from elevator machinery, lubrication, etc.) EMERGENCY Services: routine and emergency callout services (Entrapments, keys in elevator pit, etc.) Service(s) OUTSIDE Normal Maintenance: major repair and replacements beyond normal preventative maintenance due to unforeseen breakdowns or recurring problems (Door replacement, installation of replacement rope grippers, card/electronic upgrading, etc.)
