Description
This Combined Synopsis/Solicitation is for the acquisition of three Getinge Cleaning Systems for the VA Greater Los Angeles Healthcare System. In accordance with 38 USC 8127(d) Veterans First Contracting Program, and VAAR 852.215-70 Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors, this Combined Synopsis/Solicitation is competed as a Veteran Owned Small Business set-aside. This is a BRAND NAME ONLY acquisition due to application with the hospital s other medical device cleaning systems. Line items must be the exact stock number as listed in the Schedule of Supplies. The Brand Name Only justification is attached. All questions must be emailed by 1200 noon PST on 9/12/2018 to provide time to respond to all interested parties. No questions via telephone will be answered. All offers must include the cost of shipping / freight to 90073. All offerors must include a letter from the manufacturer stating that your company is authorized to distribute their products. All offers must be emailed to bryan.boggs2@va.gov by 1200 noon PST on Thursday, 9/13/2018. No late offers will be accepted. BRAND NAME JUSTIFICATION FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES PROCUREMENT REQUEST 36C26218U0159 In accordance with Federal Acquisition Regulation (FAR) 11.105(a)(1), the particular brand name, product, or feature is essential to the Government s requirements, and market research indicates other companies similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency s needs __ For brand name purchases not exceeding the simplified acquisition threshold (FAR 13.106-1(b)(1)). X_ For brand name acquisitions of commercial items in excess of the simplified acquisition threshold conducted pursuant to FAR subpart 13.5 (13.501(a)). Justification for other than full and open competition under the authority of  4202 of the Clinger-Cohen Act of  1996 or the authority of the Services Acquisition Reform Act of  2003 (41  U.S.C.  428a). The Getinge 733HC-E Series Steam Sterilizer with water-ejector vacuum system offers pre-vacuum and gravity-displacement cycles in the same unit. It also features an advanced 8.4-inch Avanti touch-panel control interface with twenty-three selectable pre-programmed cycles and custom name cycles for quick and accurate identification. Users can select from four cycle-process output data screens: Bar Graph; Circle Graph; Detail Display; or Plot Graph. The PACS control system features NetCOM enabled Ethernet connection for remote process monitoring; a thermal printer that documents cycle performance; and a user accessible connection for downloading cycle records to a USB flash drive. Cycles are validated for tray sets up to 25 pounds each. Program settings are password protected. The Getinge 8666 Washer-Disinfector is part of the new User-Centric design for Getinge product and is intended for the cleaning and thermal disinfection of reusable surgical instruments and utensils. Rotating spray arms between each level of goods, in addition to well-balanced water pressure, help provide unmatched cleaning without using hold-down covers. Industry leading chamber size, User-Centric controls and ergonomic accessories contribute to the higher throughput and efficiency. Optimized water fill feature and dryer heat exchanger minimize utility consumption. Standard features of this model include: double power glass doors; steam heated sump; intermediate level thermal disinfection; vented drying exhaust; three chemical dosing pumps; and drain discharge cool-down. It s wired for 208V connection. Includes STAT Program that allows 30-minute cycle time with optimum utilities for increased throughput and improved utility efficiency. The Getinge Model 1101 Ultrasonic Cleaning System is a compact countertop unit capable of reprocessing 12 cannulated instruments in a single dedicated cleaning rack. The 1101 provides increased specialization with its capability to reprocess 8 daVinci ® S/Si robotic instruments in a separate dedicated tray. Irrigation tray measures 29 L x 10.75 W x 4 H. The Model 1101 also can clean up to 25 pounds of standard instruments in a typical wire mesh tray. Tray is submersed in 8.6 gallons of water. System features one titanium rod transducer (TRT) suspended directly in the basin solution. The generator produces 1,000 watts of power at a frequency of 40 kHz, providing a power density of 116.28 watts/gallon. Large, easy- to-use touch screen to program cycle timer. Cycle automatically progresses through filling, detergent dispensing, ultrasonic washing, rinsing, instrument air purging and draining. The Nursing Service and SPS Service Departments personnel assigned to operate and maintain the medical instrument systems are trained on these cleaning systems. An additional $15,000.00 to $20,000.00 would be required to retrain all Nursing Services Personnel and SPS Personnel on all operating procedures of different brands of ultrasonic cleaning systems. Also, the Nursing Service and SPS Service Departments would require an additional $9,000.00 to $12,000.00 to purchase replacement parts for new brands of ultrasonic cleaning systems. Furthermore, the Nursing Services Department has a limited amount of space to store replacement parts and new brands of ultrasonic cleaning systems would require an additional 200 - 500 square foot storage room which is not available. Lastly, additional funding and time for additional training on a new brand of ultrasonic cleaning system is not available and any loss in surgical procedure capabilities to the VA Greater Los Angeles Surgical Department could disrupt veteran patient care. The vendor has provided a quotation that is clearly fair and reasonable for the type of product under consideration. This determination was made based upon historical data/pricing of purchases of equivalent systems via other VA facilities with allowances for both inflation and expanded technology, if applicable. The Contracting Officer searched VETBIZ, the National Acquisition Center (NAC), and the General Services Administration for other vendors of the Brand Name products. The contracting officer certifies that the justification is accurate and complete to the best of the Contracting Officer s knowledge and belief.
