Description
Sole Source Justification The USDA, ARS, South Regional Research Center in New Orleans, LA intends to award a sole source procurement to Percival Scientific, Inc., 505 Research Drive, Perry, Iowa 50220, as they are the sole source for this type laboratory system pursuant to the authority of 41 U.S.C. 253(c) (1) and FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to award a firm fixed price Purchase Order, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received. Information received will be considered solely for determining whether to conduct a competitive procurement. Inquiries should be e-mailed to the Contracting Officer at the address noted. Specifications: Minimum Specs for Biological Incubator Purchase: A biological incubator provides a controlled environment to undertake microbial studies for which specific climatic parameters are sought. The biological incubator must have: 1) Two compartments in a single cabinet, since floor space is limited. Stacking two incubators is not as safe, and stacked incubators tend to be larger than 2-in-1, dual compartment incubator systems. This also means the control panel is in between the compartments. 2) Ability to provide different CO2 levels in each compartment, simultaneously. An example would be 300ppm in one and 1000ppm in the other. 3) Ability to automatically provide temperature ranges on a diurnal schedule (day temp for 12 hrs, then different night temp for 12 hrs). 4) A pan-type humidifier and dehumidifier with a highly sensitive relative humidity (RH) sensor. Ideally, compartment should be able to maintain constant RH of 85% +/- 5%. 5) Additive CO2 control with a 0-2000ppm sensor. 6) A CO2 removal system (Scrubber). 7) An LED working light (energized when door is opened). 8) Exterior dimensions not to exceed W 34” x D 34” x H 78”. 9) Interior space of at least 14 cubic ft.
