- Attachment 02 (Quote Submission Form) Attachment 01 (Description of Requirement) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This procurement is being issued as a Request for Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation will be competed as a 100% Small Business Set-Aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory at Hanover, New Hampshire has a requirement for the following: New or Used Rubber-Track Challenger Tractor -- Minimum drawbar pull capability of 10,000lbs when operating on surface with traction coefficient of 0.4 or higher. -- Either equipped with or configured to accept utility dozer blade with minimum one degree of freedom (up-down). -- Less than 500 hours on engine and drivetrain. -- Include complete service records history if engine hours greater than 25. -- Minimum of two 2-way hydraulic hook-ups at rear of tractor. -- Minimum 30-inch wide tracks. -- Rubber tracks and drive wheel's rubber coating at no more than 10% wear state. -- All systems/features of tractor fully operational. Potential vendors may access the following attachments below: Attachment 01 (Description of Requirement) Attachment 02 (Quote Submission Form) Delivery is required by 20 October 2018. Delivery will be FOB Destination to the following location: Cold Regions Research and Engineering Laboratory 72 Lyme Road Hanover, NH 03755-1290 The North American Industry Classification System Code for this procurement is 333120 (Construction Machinery Manufacturing) with a size standard of 1,250 employees. In accordance with the attached Description of Requirement (Attachment 01), an award for this acquisition will be provided to the vendor whose quote is the Lowest Priced of those determined to be Technically Acceptable. FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical - Providing items that at least meet the minimum specifications as defined in Attachment 01 2) Price The vendor must submit the following so the Government can evaluate the offeror's technical acceptability: 1) Sufficient information to determine that the quality of the item is in accordance with the Description of Requirement as defined in (Attachment 01) 2) Must include a completed Quote Submission Form (Attachment 02) and include information of quoted item.
