- The Department of Veterans Affairs, Network Contracting Office (NCO) 2, James J. Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to ThinkForm Design Architects LLC, 38 E. Broad Street, Hopewell, NJ 08525. ThinkForm Architects shall continue with the provision of construction period services (CPS) related to the construction project for which they have completed the designs and construction documents. Place of performance: VA New Jersey Health Care System, East Orange Campus, 385 Tremont Avenue, East Orange, New York 07018-1000. Period of Performance: The period of performance is 180 calendar days from award notice. This notice of intent is not a request for proposals; interested parties may express their interest by providing a capabilities statement no later than Wednesday, September 26, 2017 at 2:00 PM EDT. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after Wednesday September 26, 2017 at 2:00 PM EDT, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with ThinkForm Design Architects LLC. The Government believes that the services outlined below in the Statement of Work (SOW) cannot be provided by another firm within a timely and practical manner. ThinkForm Design Architects has been performing the AE services for this project, but the design funds shall expire as of 30 September 2018 due to the construction delay. The VA needs to continue with this project, and ThinkForm Design Architects has unique capabilities to provide the Government s requirement within a timely and practical manner. The Government believes that it would be highly unusual for another design professional to take on the aforementioned responsibilities, which are generally incidental to an overall agreement for preparation of plans and specification. This notice of intent to award a sole source contract is not a request for competitive proposal. There will be no solicitation available for competitive proposal. Phone calls will not be accepted. A determination whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. STATEMENT OF WORK PROJECT OBJECTIVE: The contractor shall continue to furnish all necessary professional architecture/engineering (AE) services to support the completion of the construction work of the Radiology Suite Renovations Project 561-13-103 at the VA NJ Health Care System, East Orange, NJ in accordance with the Statement of Work. Scope of Work The contractor shall continue to provide Construction Period Services (CPS) and perform site visits not completed before funds expire on 30 September 2018 to include, but not limited to the following tasks: Technical Services: The A/E shall review and check the Construction Contractor s submittals, which includes but is not limited to shop drawings, detail drawings, schedules, descriptive literature and samples, testing laboratory reports, field test data, for conformity with the design concept and construction documents. The A/E shall recommend approval, disapproval, or other suitable disposition of the Construction Contractor s submittals in a timely manner. The A/E shall assist the VA in the interpretation of the construction documents. The A/E shall respond to the Construction Contractor s request for information (RFI) pertaining to the design in detail and in a timely manner. The A/E shall prepare supporting documentation for contract modifications. The A/E shall prepare revised drawings, details, and detailed cost estimates for contractor s claims of additional work not shown on drawings due to both unforeseen site conditions or A/E error and omission (if any). Periodic inspection services: The A/E shall provide ten (10) site visits. The A/E Firm shall submit a detailed survey report with photographs summarizing the conditions found at the construction site as a result of the site visit. Each site visit shall be a total of eight (8) hours. As-Built Drawings: The A/E shall prepare as-built drawings based upon the contractor s marked up documents The remaining construction work anticipated to be complete within 180 days from the date of award/issuance of the Notice to Proceed (NTP) includes Phase 2 as well as Phase 3A specifically rooms 1-234, 1-235, 1-236, 1-256, 1-258, 1-259, 1-259A, 1-259B, 1-261 and 1-261A.
