- Below are questions by a contractor that was answered by the the customer of this solicitation. There are as follows: 1. Regarding specifications within CLIN 0001 EMS MCS, PC64, 70# Scale, Touch Screen, Mount Arm, Label printer Answer: * 70# Scale o The machine comes with a scale with the max capacity of 70 lbs.; anything over this weight cannot be mailed via USPS; this feature is standard and required * Touch Screen o The machine comes with a touch screen that provides better interaction for the user; this feature is standard and required * Label Printer o The machine comes with a label printer which allows for the printing of all postage labels; this feature is standard and required Question: a. Please define what is EMS MCS and PC64 Answer: * EMS (Enhanced mailing and Shipping) o Allows OMC to handle/process the heavy amount of mail coming out of TAFB * MCS (Multi Carrier Base) o Allows OMC to better track mail from other carriers that is inbound o Allows OMC to check the prices of other carriers to ensure the best price is given o Allows OMC to more accurately view delivery times/dates * PC64 o The machine comes with a 64 BIT PC; this feature is standard and required Question: b. What is purpose of Mount Arm? Answer: * Mount Arm o The machine comes with a mounting arm for the touch screen; this is an ergonomically friendly design to better serve the customer/user; this feature is standard and required Question: 2. Does 60 CS require ability to process USPS IMpb Commercial Base Pricing Discounts and the other full IMpb benefits? Answer: * Yes, this ability is required as it gives the OMC a discount rate on postage since we send package data to the USPS systems electronically * This discount is applied to mail such as Priority Mail, Priority Mail Express, First-Class Packages Services, and First-Class International Packages Question: 3. If 60 CS wishes to process IMpb package mail, may the vendor offer a non-PC based solution if available and credit line for payment of the postage for the package shipping, or should the postage be paid via a single, prepaid postage account? Answer: * Negative, having a line of credit for payment is unauthorized per our guidelines and regulations * All postage must be paid using a prepaid postage account
