Description
RFQ The USACE Portland District Survey Section requires a multibeam sonar system complete with an integrated GNSS aided inertial navigation system (INS) to conduct high resolution hydrographic surveys on the SV Graham. The system must meet highest USACE standards and requirements as described in EM 1110-2-1003 for pre and post dredge surveys, structural inspections (i.e. dams, jetties, pile structures, etc.). The system must be capable of producing clear and accurate bottom classification data for determination of the hardness of the seafloor. In order to provide the increasing demands of the USACE projects for increased efficiency and resolution, the system must produce high density and high resolution data over a large swath (160°). The following features are necessary to meet demands: -Product is preferred to be American made with US repair support required. -at least 160° swath sector (80° port/stbd from nadir) in order to maximize the area ensonified with each pass of the survey vessel for increased efficiency -at least 0.5° beam width at nadir to create high resolution visuals of underwater structures and features -at least 512 soundings evenly distributed throughout the swath for high density data in order to increase accuracy of final products through statistical filtering (more sounding per ping produce more accurate statistics). -an integrated RTK/PPK GNSS aided inertial navigation system (INS) with at least 0.02° attitude accuracy and capable of tracking GPS, GLONASS, BeiDou, Galileo and QZSS satellite constellations for increased position accuracy and faster initialization especially in poor GNSS environments. The INS must also be capable of logging all the realtime data necessary (i.e. raw GNSS observables, IMU data, etc.) to produce post-processed kinematic positioning, as well as post-processed heave, attitude and heading data using our existing licensed post-processing software POSPac MMS. The INS must be fully integrated with the multibeam sonar and submersible for ease of installation across different platforms, precise monitoring of the position and attitude at the sonar head, and simplified operation in order to produce accurate data repeatability and efficiently. -ability to produce ultra-high resolution data (i.e. less than 0.5° beam footprint) in order to aid in defining smaller features on hydrographic surveys of underwater structures. -ability to change real-time user settings on-the-fly without affecting seamless data collection. -ability to collect multi-frequency backscatter data for increased efficiency and more accurate bottom classification. -ability to operate in 3 to 1500 ft range of depth. -must include a rigid mount adaptable to standard flanges and come with all cables, hardware and software needed to run the complete system. Additionally must include a real time sound velocity profiler with mount and cable to monitor the speed of sound at the sonar receiver. -automated operation for increased productivity during condition surveys. -ability to log raw water column data for environmental habitat mapping. -Forward Looking Sonar adaptability for navigation in uncharted areas or dangerous areas that may have drastically changed due to natural disasters, large-scale structural damage, etc. This solicitation is set-aside 100% for participation by Small Business concerns. The Portland District Deputy for Small Business is Carol McIntyre, she may be reached at 503-808-4602, or carol.a.mcintyre@usace.army.mil. Detailed information and a formal Request for Quote are attached to this announcement. Should you have any questions, feel free to contact the listed buyer.
