- The U.S. Army Contracting Command - Aberdeen Proving Ground, Research Triangle Park Contracting Division (ACC-APG, RTP), on the behalf of Army Futures Command (AFC) intends to award a firm fixed price purchase order, on a sole source basis, to the International Institute For Strategic Studies (IISS). This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The International Institute of Strategic Studies (IISS) is a unique source of information and expertise on international military affairs, with a 60 year history of recruiting top defense experts and writers to its executive council and editorial staff, an authoritative publication series including The Military Balance - an annual global assessment of nations' military capabilities (also produced as an online database), and a broad range of professional briefings and seminars, including the Manama and Shangri-La Dialogue events attended by defense ministers from around the world including the U.S. Secretary of Defense. The contractor shall provide authoritative datasets, publications, and bespoke analysis to support the AFC's academic program and research by AFC personnel. The contractor shall provide access to international security dialogues, seminars, and workshops that allow AFC personnel to develop networks of professional contacts across international military organizations, defense industries, and the strategy and policy community.
