- Market Research Questionnaire Attachment 1 Performance Work Statement THIS IS A SOURCES SOUGHT NOTICE AND IS FOR INFORMATION AND PLANNING PURPOSES ONLY. THIS ANNOUNCEMENT CLOSES 28 Sep 2018 AT 14:00 hours Central European Summer Time (CEST) The 764th Specialized Contracting Squadron (764th SCONS), Ramstein Air Base, Germany, is conducting a market survey for interested parties to determining the acquisition strategy to obtain non-personal services for Aircrew Training; Live, Virtual, and Constructive (LVC); Academic; and Simulator (ATLAS) requirement at Royal Air Force Lakenheath Air Base (AB), United Kingdom, Aviano AB, Italy, and Spangdahlem AB, Germany. Your feedback is valued and may be used to finalize a more efficient acquisition of the required services. Please review the attached Draft Performance Work Statement (PWS) and associated documents and answer questions from the questionnaire. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). This Request for Information (RFI) is part of ongoing Government conducted market research for planning purposes; it is NOT a solicitation. A solicitation is not being issued at this time and this notice shall be not be construed as a commitment by the Government to issue a solicitation. The Government will not provide reimbursement for costs associated with this request. Responses will be treated as information only and will not be used as a proposal. Any information provided by industry to the Government as a result of this RFI is strictly voluntary; responses will not be returned. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and a future RFP. The submitted documentation, upon delivery, becomes the property of the US Government and will not be returned. The period of performance is expected to cover a 2-month Phase-In Period, 10-month Base Period, and four 12-month Option Periods. Total contract duration comprises five years. Anticipated award date: TBD. Please note that it is the responsibility of the interested parties to monitor the Federal Business Opportunity (FBO) website for all subsequent postings. A Draft Performance Work Statement (PWS), Attachment 1, is posted in conjunction with this notice to provide the size, scope and complexity of this requirement.
