- The purpose of this AMENDMENT is to add equipment to the solicitation. THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NOTICE TEXT: The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Maryland in support of the United States Army Medical Research Institute of Chemical Defense (USAMRICD) intends to negotiate a sole source firm fixed price contract with Agilent Technologies located at 2850 Centerville RD, Wilmington, DE, 19808-1610 in accordance with FAR 6.302-1, only one or a limited number of responsible sources will satisfy agency requirements. The requirement is for a non-personal services contract to provide preventative maintenance services for the following systems currently in use at USAMRICD: Services shall include all parts, labor, and travel expenses. LCMS Single Quad System LCMS0327 CrossLab Silver for LCMST SYS-LM-QUAD-R-28R-501 LCMS Triple Quad System LCQQQ CrossLab Silver for LCQQQ SYS-LM-QQQ-R-28R-501 The proposed contractor is the original equipment manufacturer (OEM) of the Agilent Technologies Bravo Liquid Handling Platforms and Disposable Tip Head Units. Maintenance of the equipment can only be provided by the manufacturer who is the only source of factory parts, proprietary software and factory trained maintenance technicians. The contractor does not have any third party repair facilities and the service technicians from the contractor are the only source for servicing their equipment. Failure to obtain maintenance services directly from Agilent Technologies can lead to equipment failure and loss of data and/or time to research milestones in accordance with USAMRICD's research mission. The contract is for a period of performance of twelve (12) months with an option to extend the contract for four (4) additional twelve (12) month optional periods IAW FAR 52.217-9, Option to Extend the Term of the Contract. The North American Industry Classification System (NAICS) for this requirement is 811219 with a size standard of $20.5M THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS Responsible, interested parties may identify their interest by submitting capability information by 25 September 2018 at 11:00 AM Eastern Daylight Time (EDT) in order to establish the ability of the responder to meet this requirement. A determination by the Government to not compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement.
