- INTENT TO AWARD A SOLE SOURCE ACQUISITION The Internal Revenue Service (IRS) intends to award a sole source purchase order to 6Branches, Inc., for Justinmind Prototyper Enterprise and Usernote Onsite Software Maintenance Renewal. The authority permitting a sole source acquisition is FAR 6.302-1, "Only One Responsible Source and no other supplies or services will satisfy agency requirement". The period of performance for this software is 09/30/2018 - 09/29/2019. Justinmind Prototyper Enterprise and Justinmind Usernote are proprietary software, therefore the product and the software maintenance are only provided by this vendor, 6Branches, Inc. Because of the unique capabilities/features of this software, the end users Engineering Program Office has determined that Justinmind allows the IRS to visualize screens, requirements and data elements and to share that information on a proprietary collaboration server internally with stakeholders. This gives the IRS the ability to perform internal IRS/REPO Accelerated Requirements collaboration (ARC) sessions with remote users. This product has features and capabilities not found in the competition and this vendor is the only source for acquiring license for this product. No solicitation package will be issued on FedBizOpps. This notice of intent to conduct a sole source procurement is not a request for quotations; however, the Government will consider responses received no later than September 27, 2018, 10AM EST. Responses shall be submitted to roger.arellanomosquera@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your ability to provide Justinmind Software. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs.
