Description
Notice of Intent to Sole Source Requirement The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Laboratories and Scientific Services Directorate (LSSD) Las Angeles, California intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, Only One Responsible Source for equipment upgrade and maintenance service for the item listed below. The associated NAICS code for this is 811219, with a Size Standard of $20.5 million. The vendor will be Thermo Electron North America, 1400 Northpoint Pkwy, Ste 10, West Palm Beach, FL 33407. Upgrade of one (1) Thermo Electron Element 2 Inductively Coupled Plasma Mass Spectrometer to include all parts and services located at the CBP Savannah, GA Laboratory. A firm fixed price contract with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
