Description
Vendor Demo User Stories REQUEST FOR INFORMATION (RFI): THIS IS NOT A SOLICITATION. The Administrative Office of the United States Courts (AO) is not seeking proposals at this time and n o award will be made as a result of this request. This RFI is issued solely for information and planning purposes and to locate potential sources. This RFI does not constitute an Invitation for Bids (IFB), Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue an RFP. The purpose of this RFI is to gain knowledge of interest, capabilities, and qualifications of various businesses in advance of a planned solicitation for a virtual supervision application. The Government will not be liable for payment of any response preparation expenses and is no way obligated by the information received. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Responses to this RFI are not offers to a contract solicitation and cannot be accepted by the Government to form a binding contract for any supply or service. I nformation gathered from this RFI may be used by the AO in developing a future acquisition strategy and/or Statement of Work. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. NOTE: The use of RFI Number: OPPS19RFI0001 is for tracking purposes only. T hose who respond to this RFI should not anticipate feedback with regard to their submission. This RFI should not be construed as a means to pre-qualify contractors. Not responding to this RFI does not preclude participation in any future RFP. The information provided in this RFI is subject to change and is not binding on the AO. All submissions become the property of the AO and will not be returned. Additionally, this notice is to inform interested parties that the Government intends to host an Industry Demonstrations Event anticipated for the week of October 15, 2018 resulting from the information gathered from this RFI. BACKGROUND: The Administrative Office of the US Courts (AO), Department of Program Services, Probation and Pretrial Services Office (PPSO) is conducting market research on virtual supervision applications that would allow United States Probation and Pretrial Services Offices located in 94 judicial districts nationwide to provide enhanced supervision and services for defendants and offenders. The AO is investigating supervision-based smartphone applications that can comply with reporting and confidentiality specifications. Attached are “User Stories” which can be reviewed to help understand some of the capabilities the AO is researching. It is our intention that these “User Stories” scenarios serve as guidance for your presentation during vendor demonstrations. They are provided for your review and application. A brief general product overview is also encouraged for each vendor demonstration session.. We encourage interested parties to provide whitepapers and ask any questions you may have relating to the attached document. We specifically request comments for fixed pricing strategies, to include pricing structures for other clients/customers. An Industry Demonstrations Event has been scheduled for all vendors who wish to be considered if a contract for the described technology is pursued. This Request for Information, as well as vendor demonstrations, are for market research purposes only. RESPONDING TO THIS RFI: Interested and capable vendors are invited to submit an unclassified white paper providing detailed information regarding the respondent’s organization and staff, developmental history and field use record for respondent’s supervision application, in addition to any feedback, suggestions, and/or questions/comments regarding the information provided in this notice. Interested and capable vendors are also invited to provide additional information describing their virtual supervision application and its capabilities. Please limit White Paper submissions to a maximum of twenty (20) pages with a 12-point Times New Roman font, with a minimum of a one (1) inch margin all around. Supporting information (such as marketing brochures, fliers, published presentations or papers and other materials that summarize the technology and more about your company) is acceptable (up to 4 pages). Written responses to this RFI should be submitted to Kimberley Tucker via e-mail at Kimberley_Tucker@ao.uscourts.gov. Submissions MUST be received by 5:00 PM EST, Tuesday, October 9, 2018 to be included in the Government's analysis. Proprietary information shall be clearly marked. The Government will not be responsible for any proprietary information not clearly marked. RESPONSES TO THIS RFI SHALL INCLUDE: a. Company Name and Address b. Company contact information c. To what extent each of the User Stories are reasonable and can be met (i.e., capabilities statement) d. Recommendations for pricing strategies e. Ability to integrate the virtual supervision application with other systems f. Statement of Interest and availability for participation in an Industry Demonstrations Event the week of October 15, 2018 resulting from this RFI
