Description
Listing of Potential Assets The U.S. Army, Army Contracting Command - Rock Island (ACC-RI), on behalf of the Product Manager Demilitarization and the U.S. Army Joint Munitions Command, is conducting market research to identify potential sources possessing the capabilities, experience, and expertise necessary for the Demilitarization and Disposal of 30mm Depleted Uranium (DU) Rounds, 105mm and 120mm DU tank cartridges, including all of its components. 30mm DU (5API PGU 14): The PGU-14A/B Armor Piercing Incendiary (API) - Kinetic energy projectile is used against armored targets. The PGU-14A/B API Armor Piercing Incendiary round has a lightweight body, which contains a sub-caliber high-density penetrator of DU. In addition to its penetrating capability; DU is a natural pyrophoric material, which enhances the incendiary effects. This round is effective against tanks and personnel carriers. The projectile is made up of four parts: an aluminum body or pusher, glass-reinforced nylon rotating band, DU rod penetrator, and aluminum windshield. The projectile has no fuze; its penetration depends on the shape of the penetrator, KE of the round, and grazing angle at impact. DU Tank Rounds (C524 / C543 / C380 / C792): 105mm and 120mm tank cartridges contain DU Penetrators, aluminum sabots, steel (105mm) or Nitrocellulose (120mm) cartridge cases. Responsible parties must possess valid Nuclear Regulatory Commission (NRC) licenses for the handling and storage of DU as well as NRC certified workers. The attached spreadsheet represents the estimated quantities and short tons of the above-described families of ammunition. Demilitarization (DEMIL) is defined as the act of eliminating the functional capabilities and/or inherent military design features from Department of Defense (DoD) property by making the items unsuitable for further military use. Methods and degree range from removal and destruction of critical features to total destruction by cutting, crushing, shredding, melting, burning, etc. DEMIL is required to prevent property from being used for its originally intended purpose and to prevent the release of inherent design information that could be used against the U.S. DEMIL applies to material in both serviceable and unserviceable condition. Open burn/open detonation will not be considered to be an acceptable demilitarization method under this effort. Interested sources should provide responses that contain the following information: a. Name of company and CAGE code; b. Point of Contacts name, telephone number and E-mail address: c. Company address d. Business size information; e. Identification of whether you are interested in this opportunity as a prime or a subcontractor; f. A brief summary of the company's capabilities (to include descriptions of facilities, equipment, skills and personnel) experience, and expertise, including knowledge of safety, security, storage, and/or environmental regulations associated with the demilitarization and disposal. Also include the proposed demilitarization site, and process; g. Details regarding experience with similar efforts/items; h. A Rough order of magnitude (ROM) pricing; i. Identification of potential sources for major subcontractors if the source intends to utilize a subcontractor(s); j. Identification of the company's capacity to store explosive materials IAW DA PAM 385-64; k. Identification of additional equipment needed, lead time to obtain and install such equipment, and a ROM cost if additional equipment is needed to meet the aforementioned requirements. l. Please include any assumptions made, recommendations regarding price range breaks, or any additional information you feel might be useful to the U.S. Government if it is determined to proceed with a formal Request for Proposal (RFP). This notice is for information and planning purposes only, and does not constitute a RFP. This sources sought is not to be construed as a commitment by the U.S. Government. The U.S. Government will NOT pay for any information provided by industry under this sources sought.
