Description
REQUEST FOR INFORMATION The Government is issuing this Request for Information to determine a competitive basis. THIS IS NOT A SOLICITATION. This questionnaire is for market research purposes only. Only contractors capable of performing this type of work should respond to this Request for Information. REQUIREMENT The Nashville District, U.S. Army Corps of Engineers (USACE), anticipates a requirement for a firm fixed-price construction contract for Slide Repair at the Wix-Howard Cemetery in Loyall, Harlan County, KY. The work consists of furnishing all equipment, materials, methods, and labor for performing all operations required for removal of the slide mass, scaling and stabilizing the slope, and placing a rock buttress against the remaining slope. Construction shall include coordination with local utilities companies for removing their existing service. The diversion channel, earthen embankments, floodwall, and closure structures near Loyall, KY were constructed and completed as part of the Harlan Flood Protection Project in 1999. These construction efforts were the third and final phase of the project. The project was constructed to divert the potentially damaging Cumberland River flows from the town center in Loyall, KY, and also provide protection to Rio Vista. The previous Cumberland River channel is now used for interior drainage purposes during storm events. Recently, a slide developed that is threatening the Wix-Howard Cemetery. This was first observed in February 2016 after several months of significant rainfall. Ground movement of this type is most often triggered by a rising water table, usually caused by rain, increasing hydrostatic forces on a block of rock delineated by discontinuities. Due to these additional forces and the failure plane daylighting in the cut, rock on the face of the diversion channel cut has shifted outward toward the river, and the slide has destabilized a portion of the Wix-Howard Cemetery. The anticipated NAICS code is 237990: OTHER HEAVY AND CIVIL ENGINEERING CONSTRUCTION, with a Small Business Size Standard of $36.5 million dollars. Magnitude of Construction: Between $1,000,000 to $5,000,000. Survey The Government is issuing this notice to determine a competitive basis. THIS IS NOT A SOLICITATION.
