- JIRA Training Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The National Geospatial-Intelligence Agency (NGA) has a requirement to provide information technology professionals training on Atlassian JIRA software. Training on how to use JIRA software shall be the main focus and providing personnel with the knowledge on how to use this enterprise-wide capability for development and tracking which is suitable for the wide variety of missions and functions across the IT community. This requirement is being solicited as full and open & competed solely through the Government Point of Entry (www.fbo.gov). The specific requirement and associated contract clauses are included with this synopsis/solicitation and are viewable in the attached package. All Vendors interested in submitting a quote for consideration should do so, prior to the solicitation closing date, in the form of an email to the point of contact(s) listed in this solicitation. All submissions should be in accordance with the stipulations set forth below: 1. This solicitation is a Request for Quotes (RFQ) and the Government anticipates awarding a Firm-Fixed-Price type of contract to the Offeror that demonstrates the best value and the demonstrated ability to meet the requirements stated in the Statement of Work (SOW) dated 6 September 2018. 2. Quotes shall be based upon open market pricing. 3. Items shall be delivered within 30 days of the award. 4. Submissions should not contain attachments greater than 3MB in size. Such submissions may be excluded. 5. All questions should be in writing, directed to Contract Specialist Carolyn Wilson at Carolyn.J.Wilson@nga.mil. All questions and responses will be posted on the FBO website to provide equal access to information for all potential Offerors. Requests for approval to release information pertaining to this contract shall be submitted to the Contracting Officer by means of NGA Form 5230-1, National Geospatial-Intelligence Agency Request for Clearance for Public Release. (b) The contractor may provide past performance information regarding this contract, without Contracting Officer approval, to the Office of the Director of National Intelligence (ODNI), the Central Intelligence Agency (CIA), the National Reconnaissance Office (NRO), the National Security Agency (NSA), the Defense Intelligence Agency (DIA), and NGA to support source selections at those agencies. The contractor is responsible for the proper classification and handling of such information, and shall provide a copy of the information provided to the Contracting Officer.
