Description
Notice of Intent to Award Sole Source Contract The National Institutes of Health (NIH) intends to award a contract on a sole source basis to ICON Scientific Inc. for modified, miniaturized HPLC systems designed for PET isotope labs. Three HPLC pumps, one detector, and one flow cell is also required. More specifically the following equipment is required: a UVD 2.15 Variable wavelength UV detector, Flow cell, 10 μL, P 2.15 compact HPLC pumps (two per system), Dynamic mixing chamber, Colibrick A-D 2-channel converter, ClarityChrom software, and all additional accessories required for operation of the complete system. This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1 (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). The NIH Molecular Imaging Branch requires the HPLC systems to operate within limited shielded space required under NIH's radiation safety standards. ICON is the only distributor of the needed HPLC systems that can fit within the limited space. No other product is available that can meet this need. The applicable NAICS Code is 423490 and the employee number standard is 150. Be advised that the aforementioned information is anticipatory in nature and is not binding.
