Description
•1. 11 th SFS has a requirement that requires specifically configured radios that allows its personnel to effectively communicate on JBA. 11 th SFS also has a previous inventory of same or brand name similar unserviceable radios on hand that would also enhance its mission capabilities if they had the capability to be repaired. In addition, the AF could achieve better cost efficiencies when purchasing new radios combined with a base plus two (2) year option service warranty that covers both new and existing brand name radios. This type of combination package can only be offered by Motorola Solutions. In addition, repair logistics such as shipping cost and transport times are minimized through Motorola's local repair facility within the local area which allows immediate delivery and pickup by local personnel. This is a critical advantage over normal service warranty parameters. No other vendor is capable of providing this level of service. •2. FINDINGS: For the best value to the government and to promote fair and open competition, this requirement was posted as an intent to sole source on FBO from 7 - 11 September under solicitation # F1D3648163AW03 as a special notice in accordance with FAR 13.003 whereas the dollar value for this requirement is under the simplified acquisition threshold. During this time, there were two (2) vendors that responded with capability efforts to fulfill this requirement. Both vendors were deemed technically unacceptable by the customer. One vendor's past experience with JBA was ineffective based on durability and non-compatibility with other JBA radios. The other vendor could not provide a service warrant capability to repair any of the current Motorola brand radios on hand. It is also an uncertain risk as to whether their radios will be compatible with current JBA radios. Action: Based on the fact that no other vendors can provide the additional parameters that directly support cost efficiencies, in addition to the various competitor product capability deficiencies, Motorola Solutions provide the best value for the government to meet this specific mission-ready requirement and is the best interest for contract award.
