Description
The Naval Air Warfare Center Aircraft Division Lakehurst has a requirement for a firmware update for a quantity of fifteen (15) MX-15 Master Control Units, P/N: 42070-101, NSN: NIIN 200021602 and a quantity of eighteen (18) MX-15 Turrets, P/N: 42170-89, NSN: NIIN 200021601 in support of the P-3C Taiwan Program for the Taiwan Air Force. The Government intends to issue a contract on a sole source basis for the required firmware updates to the Canadian Commercial Corporation who will subcontract 100% of the efforts to L-3 Communications – Wescam (CAGE: 3AC24) of Ontario, Canada. L-3 Communications - Wescam is considered the only responsible source capable of providing the required firmware update to improve the stability from no better than 15 micro radians to no better than 5 micro radians stability because L-3 Communications - Wescam is the sole designer, developer, and manufacturer of the MX-15 EO/IR, ASX-7. L-3 Communications - Wescam is the only known firm that possesses the technical data, tooling, test facilities, and in-depth knowledge of the designs necessary to resolve the stability issue in a timely fashion, and is the only source capable of providing this service for the MX-15 EO/IR system without causing unacceptable delays in fulfilling the program requirements. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.
