- Notice of Intent to Sole Source The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs, to: GENERAL DYNAMICS MISSION SYSTEMS, INC. 430 National Business Pkwy 2nd Fl Annapolis Junction, MD, 20701-1067 The NAICS code for this requirement is 541519; the business size standard is $27,500,000. The objective of this sole source award is to procure the Modern Augmented Reality (AR) provides an opportunity to improve medical team ability to review and collaborate on medical images and do so remotely. This software allows medical teams to collaboratively review medical images in 3D with augmented reality for the purposes of diagnosis or surgery planning. This software solution must function on the Microsoft Hololens devices which are owned by Naval Medical Center San Diego, and have the following characteristics: • shall run a visualization client on Microsoft TM HoloLens TM as a unique software application. • shall run a shared persistent service backend that operates on a windows server or virtual machine. • shall open medical image files in the NIFTI or DI COM formats. • shall allow user to preload a file into a session for team members to join. • shall allow a user in the client to choose a shared session to join and identify their location. • shall allow a user to identify themselves to other users. • shall operate in a shared mode, allowing multiple HoloLens TM users in the virtual space to see the same images. • shalf indicate where each user is in relation to the image, regardless of location.. • shall provide the ability to manipulate the image. • shall allow users to indicate a location of interest on the image. • shall provide voice communication over the network for users at multiple locations. CLIN 0001-AR Viewer Period of Performance: 30 September 2018- 29 January 2019 General Dynamics Mission Systems provides software that leverages Augmented Reality (AR) technologies that enable a remote surgeon to guide medical personnel through a procedure completely remotely and is the only source that meet the above requirements. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
