Description
Sole Source Justification. The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for electron microscopy engineering services of sensitized Al-Mg alloys. The services provided by Drexel University include: Analysis utilizing the NanoMEGAS DigiSTAR system coupled with direct detection electron energy loss spectroscopy (DD-EELS) to allow simultaneous acquisition of chemical and crystal structure data. Electron back scatter diffraction (EBSD) will be used for analysis of orientation distribution, grain boundary distribution, and both elastic and plastic strain, all on the scale of many grains. The NAICS code is 541715 and the business size is 1000 employees. The proposed purchase order is being solicited on a sole-source basis to Drexel University. The proposed action is for electron microscopy engineering services of sensitized Al-Mg alloys. The government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Drexel University has unique capabilities that no other source can provide such as the ability to utilize PED and DD-EELS and couple them with in-situ heating platforms allowing the understanding of the structure and chemical composition at the necessary length scale/resolution. The NSWCCD intends to award a firm fixed-price purchase order to Drexel University using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 27 September 2018. This notice of intent is NOT a request for competitive proposals. However, all responses received by 27 September 2018, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
