- The U.S. Environmental Protection Agency (EPA), Region 2 has the need for laboratory services to perform the analysis of air samples by method TO-15. The services, which would be issued as multiple BPAs, are to support sampling work done at several EPA Region 2 Superfund sites located in New York, New Jersey, Puerto Rico and the Virgin Islands. As part of these BPAs, the laboratories must be able to provide canisters, flow controllers, pressure gauges and any other necessary equipment (which must be cleaned and certified to meet individual project requirements) to sampling field teams. Need for canisters is greatest during the heating season, in particularly January through March, though a need for these services does exist year-round. There are several questions which EPA is requesting you provide responses to in order to assist us in going forward with the solicitation. Questions: 1) How does your lab handle the analysis and evaluation of LCS and LCSD samples? Please provide details on preparation and analysis. If there is a SOP in place for the preparation, analysis and evaluation, please provide relevant section(s) of SOP. 2) How does your lab achieve Trace detection limits; i.e., do you use the SIM method or are you able to achieve trace detection limits utilizing the standard TO-15 methodology? 3) Please provide your TO-15 (both regular and Trace/SIM) compound lists along with the labs achievable detection limits for both. 4) What is your canister availability/capacity? (i.e., how many canisters and flow controllers/related equipment do you have available on site) 5) Does your lab have the ability to provide customized EDDs (Region 2 utilizes a modified Region 2 EQiOS deliverable) 6) What methodology/calculation(s) do you use to convert ppbv to mg/L3 and vice versa. 7) How many GC/MS instruments are dedicated to TO-15 work? 8) Does the lab run Scan and SIM concurrently for TO-15 analysis? 9) Does the lab record and report canister pressure before and after shipping? 10) For most projects Region 2 requires canisters to be individually cleaned and certified. Many customers also prefer to have flow controllers/orifices cleaned and certified the same way. Does your lab clean and certify flow controllers and if so are they individually cleaned or batch cleaned and certified? 11) Does your lab provide T valves for duplicate sampling?
