- This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2- Synopsis of Proposed Contract Actions in preparation for release of the Request for Quotes (RFQ) at a later date. Description: The RFQ is planned to be issued in September 2018. The Offer Due Date is tentatively planned for October 11, 2018. The North American Industry Code Standard (NAICS) is 562112, Hazardous Waste Collection) with a Small Business Size Standard of $38.5 Million. The planned procurement method is Simplified Acquisition Procedures. The resulting contract is planned to be a firm-fixed price (FFP) Requirements contract. The contract term will be a base period of up to twelve months with four option years or until the maximum not-to-exceed amount is reached, whichever comes first. This requirement is for Hazardous Waste Collection and Disposal Service for the James J. Peters VA Medical Center, Bronx, New York. The procurement consists of one solicitation with the intent to award a single contract to the responsible Offeror whose proposal, conforming to the RFQ, will be most advantageous to the Government resulting in the best value, price and non-price factors considered using the lowest price technically acceptable (LPTA) source selection process. Offerors are advised award may be made without communications; therefore, the Offerors should submit quotes which contain their best terms. This solicitation will result in a Requirements contract with pre-established fixed-price unit prices. The actual amount of work to be performed and the time of such performance will be determined by the Contracting Officer, in coordination with the Contracting Officer Representative, who will issue written task orders to the contractor. Award of task orders will be on a firm fixed-price basis. The order limitations for this contract is a minimum of $1,000, with a single item maximum of $50,000.00 and a maximum of combined items of $250,000. The primary requirement of this contract is the classification, labeling, packing, transport and ultimate disposal or treatment of hazardous waste and universal waste generated at James J. Peters VA Medical Center. Typical hazardous wastes generated at these facilities includes but is not limited to: pharmaceutical waste, flammable liquid waste, corrosive liquid waste, reactive, non-regulated waste, lab packs (incineration and treatment), mercury waste, lead paint chips, asbestos (limited to material resulting from in-house minor asbestos projects), silver rich effluents from photographic processes, compressed gas cylinders (all sizes), paint waste, used oil, U.S. Drug Enforcement Administration (DEA) Controlled Substances that are also subject to the Resource Conservation and Recovery Act (RCRA), and universal waste. Typical universal wastes generated at these facilities include but is not limited to: spent fluorescents, lamps and batteries. The prospective Contractor shall also provide emergency response to situations involving spill or release of hazardous waste and require abatement. Set Aside Status: The proposed contract will be competed unrestricted. This solicitation will be offered in electronic format only. No hard copies will be provided. Offerors can view and/or download the RFQ and attachments at https://www.fbo.gov (FBO) when the RFQ is posted. Interested parties can register under the Interested Vendors List at FBO. It is the Offerors responsibility to check the website periodically for any amendments to the solicitation. Prospective Offerors must register themselves on the website. Prospective Offerors must also be registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM to participate in this procurement.
