- This is a Sources Sought Notice only. The Network Contracting Office 8 (NCO8) NF/SG Veterans Healthcare System, 1601 SW Archer Road, Gainesville, FL 32608 is conducting market research to determine the availability of SDVOSB/VOSB vendors capable of replacing coaxial cable in accordance with the below Statement of Work. The applicable NAICS code is 238210. The government will use the results of this announcement to determine whether the acquisition of the above described requirement should be solicited as an SDVOSB set-aside, or whether full and open competition procedures should be utilized. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. This Sources Sought Notice is to assist the VA in identifying an appropriate acquisition strategy only. A solicitation package is not available at this time. Responses should be sent to todd.pappas@va.gov. Interested contractors are requested to submit the following items no later than 3:30 pm (Eastern Standard Time), Sep 28, 2018: capability statement applicable certificates certifying their ability to meet this requirement if a subcontractor will be utilized, include a letter identifying the anticipated percentages of actual cabling work to be performed by the prime and subcontractor(s). The prime contractor must be in compliance with the limitations on subcontracting - VAAR 852.219-10. STATEMENT OF WORK Background: The Malcom Randall VA Medical Center has a television system in house for patients. The television system has previously received an analog signal from Cox Cable. The local utility (Cox Cable) is converting the signal that it transmits to its customers to a Digital signal as an upgrade. The existing coaxial cable in certain areas of the hospital will need to be replaced with new RG-6 Coaxial Cable. The current television signal for the Hospital will begin to degrade over time if the wiring in MICU, SICU, the CLC and the ER are not replaced. The Government intends to replace the old RG-5 coaxial cable with RG-6 coaxial cable. Objective: Have a licensed, insured and bonded low voltage contractor replace the existing RG-5 Coaxial Cable with RG-6Coaxial Cable in the following areas: Community Living Center (CLC) CTSICU MICU SICU Emergency Room (ER) Scope of Work: CLC Coax Furnish and install 50 RG-6 plenum rated coax cables, one homerun cable to each TV. Furnish and install all plenum rated coax. Furnish and install all RG-6 compression F connectors for each coax run. Label all coax to the VA labeling scheme. Test all coax and termination hardware. CLC Fiber Distribution System Furnish and install the same Fiber to RF distribution system currently existing inside the VA. Furnish and install a new 1GHz Amp in the 4th floor demarc. Furnish and install one new 1x4 fiber splitter. Furnish and install 1 new fiber receiver, this will convert the signal back to RF. Furnish and install one 12 count SM fiber from the Demarc to the CLC IDF. Furnish and install all fiber termination hardware for proper housing of all fiber. Terminate all fiber with SC connectors. Label all new fiber to the VA labeling scheme. Test all fiber and termination hardware. CTICU Coax Furnish and install 6 RG-6 plenum rated coax cables, one homerun cable to each TV. Furnish and install all plenum rated coax. Furnish and install all RG-6 compression F connectors for each coax run. Label all coax to the VA labeling scheme. Test all coax and termination hardware. CTICU Fiber Distribution System Furnish and install the same Fiber to RF distribution system currently existing inside the VA. Furnish and install 1 new fiber receiver, this will convert the signal back to RF. Furnish and install one 12 count SM fiber from the Demarc to the IDF. Furnish and install all fiber termination hardware for proper housing of all fiber. Terminate all fiber with SC connectors. Label all new fiber to the VA labeling scheme. Furnish and install all RG-6 compression F connectors for each coax run. Label all coax to the VA labeling scheme. Test all coax and termination hardware. ER Fiber Distribution System Furnish and install the same Fiber to RF distribution system currently existing inside the VA. Furnish and install 1 new fiber receiver, this will convert the signal back to RF. Furnish and install one 12 count SM fiber from the Demarc to the IDF. Furnish and install all fiber termination hardware for proper housing of all fiber. Terminate all fiber with SC connectors. Label all new fiber to the VA labeling scheme. Test all fiber and termination hardware. MDF Demarc Furnish and install one Fiber Optic Transmitter to match existing system currently existing inside the VA. Furnish and install one 1x4 fiber splitter. Furnish and install one 36 port 2 RU LIU for housing of all IDF fiber. Qualifications/Certifications: The contractor shall be qualified and have the required levels of professional and technical experience to perform the work required by this statement of work. The contractor and the individuals working on the project site must have taken the OSHA Certified 10-hour construction safety course. Safety Regulations: The Contractor will provide all safety equipment as required by OSHA and VA regulations. All OSHA and VA safety regulations shall be observed during the performance of the service contract. All contractors must have completed the 10- hour OSHA safety course. The VA Safety Officer shall have full authority to see that the contractor obeys all safety rules and regulations relative to the fulfillment of this project. Provide the necessary barricades/signage where required. Scheduling and Hours of Work: All work shall be scheduled with the Contracting Officer Representative in the Engineering Office.
