Description

Clauses Justification The Government intends to award a firm fixed price purchase order on a sole source basis to GE Aviation Systems Limited (CAGE Code U7387). This acquisition will be conducted using simplified acquisition procedures with a total estimated value of $250,000. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This purchase will be funded with FY18 funds. 10 U.S.C. 2304(c)(1). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(b)(1)(ii). With the propeller blade assembly, a product of GE Aviation Systems Limited, no other source will meet the requirements needed to maintain the craft's propeller system. GE Aviation Systems Limited holds the proprietary data, tooling configuration, and access to the required supplier baseline to provide the proposed configuration. The government's interests for the LCAC-100 series propeller maintenance tooling configuration will be seriously compromised if alternate sources are developed to complete the list of items. Therefore, it is in the government's best interest to award this action on a sole source basis. The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs. For the reasons specified in paragraph 4 above, GE Aviation Systems Limited is the only brand that can meet the Government's needs. This requirement will be synopsized in the government point of entry fbo.gov.
