Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT TO JOHNSON CONTROLS INC. THIS IS NOT A REQUEST FOR PROPOSAL. The Department of Veterans Affairs, Lexington VA Medical Center in Lexington, Kentucky intends to award a fixed priced sole source award to Johnson Controls, Inc. to replace via purchase, installation, and commissioning two each Johnson Controls, Inc., York ® Brand YK water cooled centrifugal chillers; and fully integrate the controls of said units with the existing Johnson Controls, Inc., Metasys ® Brand energy management system. Sole Source award to Johnson Controls Inc. (JCI) Inc for the purchase and installation of two (2) YORK ® YK Water Cooled Centrifugal Chillers. Contractor to provide equipment, labor, installation, commissioning, two (2) JCI controls for installation and integration with the existing Metasys ® building automation system. The controls and Metasys ® are proprietary systems to Johnson Controls Inc. This procurement action is a turnkey project that will replace the existing YORK ® YK Water Cooled Centrifugal Chillers labeled Chiller #1 (EE 1625) and Chiller #3 (EE 1626). The Contracting Officer has reviewed the requirement and determined that Johnson Controls, Inc. is the only source that can reasonably meet the medical center s requirement in accordance with FAR Part 6.302-1 because the requirement contains proprietary equipment, parts and systems that cannot be met by any other source. The items of consideration relative to this requirement are peculiar to one manufacturer, there are proprietary/copyright which limits competition, this is a direct replacement of existing equipment and the equipment, controls and software is compatible in all aspects with the existing energy management system at the Lexington VA Medical Center. The anticipated period of performance is 120 calendar days from receipt of Notice to Proceed. This notice is not a competitive request for proposals. A competitive solicitation will not be issued.
