- Limited Source Justification for Accreditation and State Liaison (e-Recognition) system. The Accreditation and State Liaison (e-recognition or ASL) system is hosted on Amazon Web Services (AWS). Accrediting agencies desiring to be recognized by the Secretary of Education must apply for recognition by demonstrating their compliance with the Criteria for Secretarial Recognition. An agency's application for recognition consists of a narrative addressing the agency's compliance with each of the subparts of the criteria for recognition and evidence of the agency's compliance with each of the criteria for recognition by appending supporting documentation. The ASL system is the place where information for this recognition process is collected, reviewed, and maintained for public information under the Federal Advisory Committee Act (FACA). The system was created in 2007. At that time, it was created for review of the accrediting agencies. Since that time, the addition of Foreign Medical, Foreign Vet, and Federal Degree Granting entities has been added. Since that time, the system has not had any significant updates or overhauls done, but only minor enhancements to maintain the system for Federal IT Compliance and provide increased usability for Department Staff. Task 7 Adobe Cold Fusion is in a containment state at the Department and per OCIO mandate cannot be used for the development of new applications. Due to changes in the software market, the government's heightened focus on security and the modernization of the Department's technical environment, it is determined that it is in the best interest of the Department to migrate from all Cold Fusion-based applications to a department approved solution. The new system shall be ready to go live by June 30, 2019.
