Description
The USDA ARS - WBSC intends to award a sole source Firm Fixed Purchase Order (PO ) to SCION INSTRUMENTS, 3019 Alvin Devane, Suite 12, Austin, TX 78741. This order will purchase a SCION Greenhouse Analyzer (120v), Generic ECD License USA only, Associated Components & Installation in support of the ongoing research at USDA ARS, Northern Plains Agricultural Research Lab (NPARL), Sidney, MT 89270. The Firm Fixed PO will include the following: 1. SCION GREENHOUSE ANALYZER, GENERIC ECD LICENSE USA ONLY, 120V; #4569942631 * The SCION Greenhouse Gas Analyzer provides a turnkey solution for the analysis of the greenhouse gases methane, carbon dioxide and nitrous oxide in stack or ambient air. * With the addition of a pal headspace sampler, water, soil or organic material can also be analyzed for greenhouse gases. * The analyzer is configured with two chromatographic channels. - 1) First channel is equipped with a tcd and an fid in series for the analysis of carbon dioxide and methane. - 2) Second channel is equipped with an ecd for the analysis of nitrous oxide Associated Components : 2. SCION 436/456-GC GC INSTALLATION KIT; #392500291 USDA ARS, NPARL research has an essential requirement to purchase the SCION Greenhouse gas measurement because it is an essential part of their long-term research projects, which are designed to investigate the impacts of management practices on soil health and environmental quality. The Location research has been on-going for the past 10 years and will continue indefinitely. Therefore, it is critical that greenhouse gas data be analyzed over many years to document small but important changes over time. In order to accurately and effectively detect these changes, it is essential that the methodology and instrumentation remain as consistent as possible. Also, it has become necessary to replace their existing gas chromatograph instrument (obsolete) that the Location have used since the initiation of NPARL greenhouse gas research. As an acceptable replacement for their gas chromatograph instrument, the SCION 456 Greenhouse Analyzer is the only instrument currently available and is 100% compatible with the SCION software that the Location is currently using for the gas analyzer. Most importantly, the configuration of SCION 456 and software combination is only combination available that will allow a seamless transition that provides the same detection limits, analytical sequence and data format configuration as the previous instrument, thus ensuring the continued integrity and compatibility of data collection and scientific results. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award date will be on or about September 27, 2018; and this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination, by the Government, to compete this proposed PO based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 10:30AM PST, September 26, 2018. Information received will be considered solely for determining whether to conduct a competitive procurement.
