Description
This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/quotes are requested, and a written solicitation will not be issued. The USDA Agricultural Research Service (ARS) - Western Business Service Center (WBSC) intends to award a Firm Fixed Purchase Order (PO) or Delivery Order (DO) to a responsive Contractor/Vendor that is Lowest Price Technically Acceptable and can provide an USED SMALL GRAIN COMBINE HARVESTER (COMBINE) in support of the ongoing research at USDA ARS, Northern Plains Agricultural Research Laboratory (NPARL), Sidney, MT 59270. USDA ARS, NPARL requires an Used Small Grain Combine with a factory authorized service center within 50 miles of their location in Sidney, MT. The Location prefers an used small grain combine but will consider corn/bean combine because it can be converted to grain. The combine will be used to harvest research plots. Plus, the Location have a Case IH 595 Tractor that they are will include as a trade. The Used Small Grain Combine Harvester (Combine) should include the following specifications: 1. A 230-engine horse power or less (possible models: Case IH 2144, 2166, 1644, 1666 or equivalent would also consider 1660, 2344, or 2366 or JD9450, JD9550) 2. Able to accommodate 20- foot stripper header and 20-foot grain header 3. Class 6 or smaller 4. Equipped with AFX Rotor or equivalent 5. Hydrostatic drive (transmission) 6. Configured for small grains (preferred) a. Rotor for grain crop b. Sieve for grain (1 1/8 in) (5,918 sq in capacity) 7. Single-wheeled front axle preferred but duals are acceptable 8. Speedometer, tachometer, coolant temperature, fuel level readout 9. Indicator lights or gauges for engine oil pressure, alternator voltage 10. Hour meter 11. ROPS operator protective structure 12. Slow moving vehicle emblem 13. Engine coolant heater 14. Delivery must be included in the quote and delivered to NPARL Dryland Research Farm near Culbertson, MT or NPARL in Sidney, MT 15. Factory authorized service center must be within 50 miles of NPARL in Sidney, MT A responsive Contractor/Vendor must submit a complete quote; MUST be registered in the System for Award Management (SAM) at www.sam.gov; must provide their company DUNS number for verification of registration in the SAM system; and be able to delivery instrument/equipment within 30 days or sooner. The quotes are due on September 26, 2018 @ 08:30AM PST and be submitted via email to the Primary Point of Contact: Washingtoni.NLN@ars.usda.gov.
