- Description
- The Naval Sea Systems Command intends to issue an unrestricted solicitation (N00024-18-R-2236), in accordance with Federal Acquisition Regulation (FAR) part 15, for Industry Studies, with options for Concept Design and Preliminary Design for the Common Hull Multi-Mission Auxiliary Platform (CHAMP). The Navy is interested in evaluating the feasibility of a common hull auxiliary ship that can provide multi-mission functionality. Identified missions include: strategic sealift, aviation intermediate maintenance support, medical services, command & control, and submarine tending. The Navy is also interested in evaluating the feasibility of utilizing tailored force packages to support Roll-On/Roll-Off (RO/RO) movement of combat equipment and expanded missions. Tailored force packages include, but are not limited to the following: •· Accommodations to include single to six man staterooms, dormitory-style spaces and Medical facilities (including surgical facilities and oxygen generation) •· Industrial shops •· Aviation intermediate maintenance facilities •· Command and control and associated communications facilities, equipment and antennas CHAMP will comply with American Bureau of Shipping (ABS) Rules and U. S. Coast Guard (USCG) Regulations. It will use Commercial-Off-The-Shelf (COTS) and Government Furnished Program of Record (POR) systems and equipment. The Navy's planned date for release of the RFP is 1st Quarter FY19. It is the Navy's intent to award multiple contracts for Industry Studies. The contract(s) will be awarded to the responsible Offeror(s) whose proposal represents best value to the Government, price and other factors considered. Concept Design option award, if exercised, is planned for FY19 and Preliminary Design option award, if exercised, is planned for FY20. Award of an Industry Studies contract will not guarantee an Offeror's option CLIN for Concept design and/or Preliminary Design to be exercised. This pre-solicitation synopsis is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, RFP, or as an obligation on the part of the Government to acquire any products or services. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No comments, questions, or inquires shall be made to any Government person other than the points of contact identified in this synopsis.
