- THIS IS A SYNOPSES/PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR OFFERS OR PROPOSALS. THIS IS A NOTICE FOR INTERESTED FIRMS OR CONTRACTORS TO ADVISE THEM OF THE UPCOMING SOLICITATION. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITTING OFFERS FOR THIS ANTICIPATED SOLICITATION. The General Services Administration, Public Building Service is seeking sources capable of performing data and audio/video cabling in the U.S. District Courts Divisional Office located on the third floor in the U.S. Post Office and Courthouse at 617 Walnut, Helena, AR 72342. The requirement is for all materials and labor required to: 1. relocate the existing Main Distribution Frame (MDF) and to provide the data connections from the new MDF to the locations shown on the accompanying floor plan, 2. run new audio/video cabling from the area of the entrance to the courtroom to the alcove behind the courtroom, 3. install electrical circuits in the new MDF and Jury Box, and 4) install monitor mounts and HDMI cabling from Distribution Amplifier to locations in Jury Box. The description of the work is as follows: NOTE: Field verification required for all cable, patch panel and electrical locations. Discarded cable may be abandoned in place. The cabling shall be run above the raised ceiling of the second floor. If appropriate alternative cabling routes will be considered. Where necessary core drilling the floor will be performed. Electrical circuits will be installed in like manner. •Vendor shall provide and install two(2) 4U hinged wall mount patch panel brackets in the new MDF on wall behind courtroom. Terminations will ensure sufficient cable slack for future access via hinged bracket. One bracket will be installed near the location of the existing patch panel(audio/video bracket) and the other near the center of the alcove(data bracket). •Vendor shall provide and install two 24 (twenty four) port Category 6 patch panels in the data bracket and one 24 port Category 6 patch panel in the audio/video bracket. •Vendor shall provide a ladder system on the wall and between wall and network equipment enclosure for cable management. Ladder system shall be mounted to the wall of the alcove and run between the patch panels and the equipment enclosures. Ladder system will also connect the wall ladder to the enclosures. See photos for example. •Vendor shall use a "D" ring type system on the alcove wall for cable management from floor to patch panels. •Vendor shall provide and install vertical and horizontal wire management. •Vendor shall install three dedicated electrical circuits in the alcove area. •Vendor shall install and ground a ground bar in alcove. •Vendor shall install a grounding cable from ground bar to network equipment enclosure and audio/video equipment enclosure. •Vendor shall provide and install Category 6 cabling for data from the MDF alcove to locations designated in the Data table below. •Vendor shall provide and install Category 6 cabling for audio/video from the MDF alcove to locations designated in the Audio/Video table below. •Vendor shall use existing floor boxes in courtroom taking care to use compatible connection jacks. •Vendor shall provide and install HDMI cables from Distribution Amp to 8 locations in Jury Box. •Vendor shall install Court provided monitor mounting brackets and posts. •All horizontal data cables installed shall be EIA/TIA Category 6. •All RJ45 jacks shall be Category 6. •Vendor shall use existing conduit and designated pathways where available. •Vendor shall provide 3 - 4 inch floor penetrations(core drills) in alcove to provide cable path to patch panels. Location to be field verified. •Vendor shall penetrate floor where necessary to provide cable access to the rooms listed in table. •Vendor shall install cabling in wire mold where aesthetically necessary taking care to match finish and furnishings. •Each horizontal cable run shall be punched down to patch panel at the MDF distribution rack and shall be terminated at the designated location with a Category 6 data jack. •Data able terminations shall be EIA/TIA 568B type. •Each horizontal cable run shall be less than 90 meters in length. •Each horizontal cable run shall be certified to meet or exceed Category 6 standards for noise and transmission rate of IGB/second. •Each cable run shall be labeled at the origination and the destination. Labels should follow pattern: termination room # ‐ drop number (ex. 315B‐02). •A floor plan, marking cable drop locations, will be provided to vendor. •Each destination shall be installed in a wall box or floor box as determined by the location. Note: Some locations may require surface mount box and cosmetic raceway. •Vendor shall label, test and verify the copper cable runs and provide the results to the Court. •Vendor shall utilize and replace pull string in all floor ducts and conduits. The estimated cost range for all work is between $25,000.00 and $100,000.00. This procurement will be set aside total small business Concerns under FAR Part 19. All offerors are advised that this project may be revised or canceled at any time during the pre-solicitation synopsis, solicitation, selection, evaluation, negotiation, and final award. The solicitation will be available on or about October 11, 2018. It is anticipated that this project will take approximately 135 calendar days to complete. 45 days for required security clearances, pre-work submittals, and material ordering and receipt. Actual construction period of performance is 60 calendar days. Contract close out is 30 calendar days from Substantial Completion. Any award resulting from this procurement will be based on a source selection employing a "Best Value Concept" methodology.
