Description
THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Program Executive Officer, Land Systems (PEO LS) Marine Corps Air Command & Control and Sensor Netting (AC2SN) intends to negotiate an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract on a sole-source basis with Ultra Electronics, Advanced Tactical Systems Inc., (Ultra Electronics) 4101 Smith School Road, Building IV, Suite 100, Austin, Texas 78744 for the procurement of software licenses and lifecycle support services for the virtual Air Defense System Integrator (vADSI). This effort is expected to be awarded in the third quarter of Fiscal Year 2019 for five one-year ordering periods. The proposed contract action provides for the lifecycle support activities needed to upgrade and sustain the vADSI application within the Common Aviation Command and Control (CAC2S) software baseline and requirements. These activities include engineering services and associated software updates and software documentation deliverables. Additionally, the contract action provides for the procurement of licenses, software maintenance, and modifications to the core vADSI software to support CAC2S integration onto shipboard platforms and within the Marine Corps Counter Unmanned Aerial Systems (C-UAS) program. The vADSI is a commercial computer software application that has been specifically modified to meet the Marine Corps CAC2S requirements. In 2012 the vADSI application was selected for CAC2S use through full and open competition. General Dynamics, with Ultra Electronics performing as a major subcontractor, was awarded a competitive contract for the CAC2S Phase 2 Engineering, Manufacturing and Development phase. Most recently, in August 2017, the CAC2S program competitively awarded General Dynamics a full rate production contract for the CAC2S Phase 2 systems which included Ultra Electronics' vADSI product at the core of the CAC2S software baseline. Over the course of the development of the CAC2S, the vADSI application has been specifically modified to achieve the ability to be integrated/interfaced with other tactical information systems and networks to enable CAC2S to fully meet the CAC2S Increment I Capability Production Document requirements. The proposed contract would be a follow-on contract to the prior efforts described above. Ultra Electronics is the Original Equipment Manufacturer (OEM) of the vADSI commercial off-the-shelf software application and has the proven technical ability to provide the required software maintenance services and upgrades needed to support CAC2S. Furthermore, Ultra retains the necessary data rights and rights to the vADSI source code. Obtaining another source through full and open competition would create unacceptable delays in fulfilling the agency's requirements and result in the duplication of costs that could not be recovered through competition. Due to the extent of development, integration and testing of the vADSI application within the CAC2S software baseline, the time required to conduct a competition and award a replacement to the vADSI software would be approximately 3 years and would require additional funding. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Unless stated herein, no additional information is available. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement if received within fifteen calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become Government property and will not be returned. Contractors are advised that the Government will not pay for any information or administrative costs incurred in response to this notice of intent.
