- SYNOPSIS SPE4A518R0870 TITLE: 1680; HEAT EXCHANGER, AIRCRAFT V-22A; WSIC: F PR: 0075649592, ISSUE DATE: 21 SEPT 18; CLOSING DATE: 22 OCT18 NSN: 1680-01-509-5791; PR: 00775649592; Item: Heat Exchanger, Aircraft; P/N: 4951192. The item intended source is United Technologies Corp (UTC)(CAGE 55820). DLA Aviation does not currently have an approved technical data package for this item, nor can the information be furnished by the Government. This procurement is SOLE SOURCE to UTC, (CAGE 55820). Any manufacturer, other than UTC wishing to submit a proposal on this item must submit a complete source approval request (SAR) information may be found via http://www.aviation.dla.mil/userweb/sarguide.doc. If time does not permit evaluation of SAR packages, the alternate offer will not be reviewed for this procurement but, if approved, will be considered for future procurements. This solicitation will result in an OTHER THAN FULL AND OPEN COMPETITION (UNRESTRICTED) Firm Fixed Price contract for 31 each. This is a Critical Application Item. This item is subject to Configuration Control. First Destination Transportation (FDT) applies. The following terms apply: FOB ORIGIN; Inspection / Acceptance Destination. Delivery for this procurement will be DLA DIRECT (STOCK) ship to: Cherry Point, NC 28533-5040. Production delivery will be 425 days after receipt of order (DARO). Past Performance Automated System (PPIRS_SR) apply. If an offer submitted to the solicitation is over $700,000 a subcontracting plan will be required with the offer. If an offer submitted to the solicitation is over $750,000, certified cost and pricing data and a subcontracting plan will be required with the offer. In order to receive an award, regardless of dollar value, you must be registered in System for Award Management (SAM). SAM registration is at https://www.sam.gov. Price, Past Performance and Delivery will be equally weighted. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. This request is for a written quote. Please submit offers in writing. The solicitation issue date will be 21 September 2018 with a closing date of 22 October 2018. A copy of the solicitation will be available via the DIBBS Website https://www.dibbs.bsm.dla.mil/ on the issue date cited in the RFP.
