Description
The U.S. Army Corps of Engineers, Norfolk District intends to award a sole source, firm fixed price purchase order to SC Marine Group, LLC (CAGE: 3B9Y0). This action is for various repairs to the Service Vessel (S/V) ADAMS II. These repairs are to the starboard reduction gear output shaft bearing and seal and the starboard propulsion shaft seal. In response to Hurricane Florence, USACE Norfolk District relocated the vessel to Gloucester, Virginia in compliance with the District's Hurricane Response Plan. While the S/V was being transported to the Contractor's facility, it was noted that the starboard shaft seal was excessively leaking water. The vessel is currently in non-mission capable status and the required repairs are critical to the District to provide support to the State of Virginia Port Authorities in maintaining safe navigation within federal channels and the waterways of Hampton Roads as well as provide support to federal requirements in response to severe weather events. No competition is being sought. The Government's requirement can only be fulfilled by SC Marine Group, LLC (CAGE: 3B9Y0). The basis for this sole source action is FAR 6.302-2, Unusual and Compelling Urgency, since the Agency's need for repair services to the S/V ADAMS II is of such an unusual and compelling urgency that delay in award of a contract would result in serious financial injury to the Government and would also render the Government unable to meet its mission. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 2 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a firm-fixed-price, purchase order to SC Marine Group, LLC (CAGE: 3B9Y0).
