Description
This notice is for Solicitation Number 36C24218B0564, Project Number 561A4-13-108 Modernize Wastewater Treatment Plant, at the VA New Jersey Health Care System, Lyons Campus, 151 Knollcroft Road, Lyons, New Jersey 07939. This shall be a Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. As a result, all SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 237110, and has a size standard of $36.5 Million. The Magnitude of Construction for this project is between $1,000,000.00 and 5,000,000.00. Scope of Work: The scope of work shall generally consist of, but not limited to the following: Provide all labor, equipment and material to renovate the existing waste water plant at the NJHCS, Lyons Campus. The work will include but not limited to the installation of a copper filtration system, the replacement of the UV system, the rebuild of the existing sand filters and related equipment in accordance with the drawings and specifications provided. The work will also include the installation of two back flow preventers and their enclosures. The work will also include the demolition of the existing 10,000 gallon water tank. The intent of this project is to modernize the Wastewater Treatment Plant. Work consists of general construction, electrical, and mechanical work. General construction includes alterations, demolition, excavation, new enclosures, walks, grading, drainage, concrete tanks, concrete pads, metal stairs and gratings, fencing, necessary removal of existing structures and construction and certain other items. Electrical work includes all labor, material, equipment and supervision to perform the required electrical construction work on this project including conduits, wiring, lights, motor controls, variable frequency drives, motors, switches, alarms, process sensors and devices. Mechanical Work includes all labor, material, equipment and supervision to perform the required Mechanical construction work on this project including new copper filters, new comminutor, replacement of blowers and motors, replacement of air piping, refurbishing the clarifiers, sand filter refurbishing and replacement of pumps and supports and piping; also new potable water backflow prevention valves and pressure reducing valves in the domestic water system. 3. This project shall be bid as the price to complete all general, mechanical, electrical, and other associated work involved in the modernization of the Wastewater Treatment Plant. Contractor shall be responsible to coordinate and schedule work to minimize to short duration and shall be expected to plan work typically during duty hours of 8 AM to 4:30 PM eastern time except as noted in the general requirements and as approved by the CO. Maintain all access to and egress from the buildings always for facility s fire protection requirements and to meet the requirements of regulatory codes, laws, etc. Project Completion: 300 Calendar Days from Notice to Proceed (NTP) which includes 30 days for contractor closeout. All other details and information shall be contained in the solicitation which shall be posted on www.fbo.gov. The solicitation will be released on or about October 11, 2018. The response submittal address, date and time will be included in the solicitation. This project requires bonding and all responses/submissions to the solicitation to be posted later shall be in hardcopies. Faxed or e-mailed bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov, www.dnb.com (Duns and Bradstreet)and be registered and verified as a Service Disabled Veteran Owned Small Business (SDVOSB)in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
