- J&A Sole Source Sole Rights Memo. The Oregon Air National Guard, Portland (ORANG) has a requirement for billboard advertising along the Interstate and at the Portland International Airport (PDX). These billboard advertisements will be placed at key public areas. ORANG has concluded their market research and intends to solicit, negotiate, and award a sole source firm-fixed price (FFP) purchase order under FAR 13, Simplified Acquisition Procedures, to Lamar Advertising Of Louisiana, L.L.C. DUNS: 962375718, CAGE Code: 5ZYT1. 321 Corporate Boulevard. Baton Rouge, LA, 70808-2506. The proposed North American Industry Classification System (NAICS) code for this acquisition is 541840, size standard is $15M. This purchase order will provide two months of billboard advertising space along the Oregon Interstate and Portland International Airport. In accordance with FAR Part 5.503(a)(1), Procedures, Orders for paid advertisements may be placed directly with the media or through an advertising agency; and FAR 6.302-1(a)(2)(iii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; a Substantial duplication of cost to the Government that is not expected to be recovered through competition The anticipated award date is 28 September 2018. This notice is not a request for competitive proposals or quotes. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. It is published for informational purposes only and not as a request for competitive quotations. Therefore, no solicitation document exists for this requirement. However, if there are prospective contractors interested and believe they can fulfill the requirement described above, they are encouraged to submit a capability statement in regards to this posting demonstrating that they can complete the events. Please email the capability statements to the Contracting Officer, Michael Kitchell; michael.t.kitchell2.mil@mail.mil prior to the closing of this notice. The capability statement shall include: Contractor Name, Cage Code, Point of Contact information, a brief description of the company, documentation that supports the vendor can in fact advertise at Oregon public billboards which Lamar holds exclusive rights to, documentation proving registration in the System for Award Management (SAM) database (SAM.gov), and invoice ability through Wide Area Work Flow (https://wawf.eb.mil). Any responses received will be thoroughly reviewed; if the business capabilities are found legitimate and relevant to the requirement, the sole source will be re-evaluated by the ORANG for a different solicitation method. Capabilities Statement shall include approval from Lamar that advertising with your company is allowed.
