- Solicitation Amd 0002 The U.S. Army Contracting Command (ACC) Aberdeen Proving Ground (APG) Huachuca Division, (ACC-APG )is posting additional answers to questions/comments received from industry on Solicitation W91RUS-18-RDC63 for the Department of the Army - 78th Signal Battalion, Fort Buckner, Okinawa, Japan FPO AP 96374-5152 for Non-personal Uninterruptible Power System Complete Proactive Service Plan. In addition to the above the Government has changed to Period of Performance (PoP)for this requirement FROM: 27 September 2018 to 26 September 2019 TO 30 September 2018 TO: 29 September 2019 and the verbiage has been added to the Performance Work Statement (PWS) paragraph 1, subparagraph d, first sentence. The SOLICITATION OFFER DUE DATE/LOCAL TIME remains unchanged. SOLICITATION OFFER DUE DATE/LOCAL TIME is 26 September 2018/03:00 PM MT. No additional questions will be accepted. Additional Question/Comments and Government Responses: Question/Comment: a. Since your requirements includes parts, we would like to request for the following information. Based on your responses we will be able to determine if the capacitors and fans and batteries are to be included in the pricing. Contractors cannot provide pricing for parts that are unknown as there are many parts for UPS. It would be for the best interest of your end user to have the replacement parts be quoted when needed or provide the mark up on parts if needed. We can however provide pricing for parts needed to perform the routine maintenance on the units. 1. Manufacture Dates of each unit 2. Last battery replacement and battery make and model for each unit 3. Has there been capacitor replacement for each unit 4. What is your site response time? Since this is overseas do you require within 24-hour response time Response: 1. Manufacture date: Model 9315-2005 ; Model 9355-2014 ; Model 9390-2005 2. Battery make, model, and replacement: 2. FIAMM - Model 12FLX350 UPS1-120 batteries UPS2-120 Batteries- Aug 2014 will be replaced sometime this year; Eaton - Model PWHR1234W2FR UPS1-108 batteries UPS2-108 batteries - all 216 are funded and will be replaced sometime in Oct 2018; PowerWare - Model PWHR12200W4FR UPS1-40 batteries UPS2-40 batteries- Oct. 2015 will be replaced sometime this year. 3. Capacitor replacement: Model 9315 Not replaced yet but will be replaced sometime this year ; Model 9355 and Model 9390 - unsure 4. Response Time: 24x7 telephonic technical support; 24-48hr on- site response. ************************************************************************************* Question/Comment: b. Please provide details to price the battery replacement FIAM 12FLX350 - QTY PWHR 1234W2fr - QTY Response: -PWHR1234W2FR EATON 216 batteries already funded waiting to arrive on site to get replaced sometime in October. -PWHR12200W4FR Powerwire 80 batteries already funded. Waiting for arrival, will be installed sometime this year. -FIAM12FLX350 FIAMM 240 batteries will be installed sometime this year. They should be fine for 5 years once installed. Question/Comment: c. Please provide details to price the battery replacement FIAM 12FLX350 - QTY PWHR 1234W2fr - QTY The quantity of the batteries were not provided therefore there is no way the battery replacement can be priced or quoted. It is critical to provide the number of jars for each model. Each battery model is priced differently. You provided a total of 216 jars that are due for replacement in October 2018. You must provide the quantity of these batteries per model as each model have different pricing. Price difference could be $40-$120 each jar. EXAMPLE: 80 JARS OF 12FLC350 40 JARS OF PW1234W2FR Response: PWHR1234W2FR EATON 216 batteries already funded I meant that they are scheduled to get replaced in October. No need to worry about those battery. -PWHR12200W4FR Powerwire 80 batteries already funded. Will be installed sometime this year. -FIAM12FLX350 FIAMM 240 batteries will be installed sometime this year. The quantity of JARS I believe that they are referring to six 40-battery strings (240 batteries total) of 12V 88 ampere hour (AH) batteries of type C&D Technologies UPS12-310FR or functional equivalent ************************************************************************************* d. Question/Comment - Refer to paragraph D page 45-46, by the term "reimbursable basis", does this mean the Army will reimburse the cost of the spare parts as well? Response: Yes, the Army will reimburse the cost of the spare parts. ************************************************************************************* e. Question/Comment Refer to item 0001 and 0001AA on page 3, can you clarify which item would be the cost of the labor, emergency services, technical support, and preventative maintenance? Response: CLIN 0001 is an Informational Contract Line Item Number (CLIN) no information should be entered in this CLIN. Subline Line Item Numbers (SLINs) 0001AA, 0001AB and 0001AC each SLIN provides UPS Model, Serial Numbers and physical building location for each UPS unit for maintenance support will be provided as detailed in Performance Work Statement (PWS) contained in Solicitation W91RUS-18-R-DC63. ************************************************************************************* f. Question/Comment: Can you clarify which item would be the cost of the labor, emergency services, technical support, and preventative maintenance? Response: The listed elements should be included as part of quote for each listed Firm-Fixed-Price SLIN. Question/Comment: f. Regarding the CLINs: The description for CLIN 0001 reads UPS Support Non-personal Support Services. Maintenance for UPS. And the following CLINs 0001AA, 0001AB and 0001AC all list individual buildings. Question: Is CLIN 0001 for the emergency On-site repairs and Telephonic Technical support services for all locations? Are CLINs 0001AA, 0001AB and 0001AC for the annual PMs for each building? Please clarify. CLIN 0001 is an Informational Contract Line Item Number (CLIN) no information should be entered in this CLIN.
