Description
NOTE: *The former reference numbers associated with this procurement were SOL-HQ-14-00014 and SOL#: 68HE0S18R0003. This Pre-Solicitation Notice is being issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.204 entitled Presolicitation notices. Please be advised, the posting of this notice in no way constitutes the Government s Request for Proposal (RFP) or otherwise obligates the Government to issue any other solicitation. The United States Environmental Protection Agency's (EPA) Office of Acquisition Management, Superfund RCRA Regional Procurement Operations Division intends to issue a Request for Proposal (RFP) pursuant to FAR Subpart 15.203 for the Response, Engineering, & Analytical Contract (REAC) in support of U.S EPA s Environmental Response Team (ERT), which provides scientific and engineering services for the Office of Land and Emergency Management (OLEM), EPA Regional On-Scene Coordinators (OSCs), Remedial Project Managers (RPMs), and other Agency groups. This requirement is currently known as the Scientific, Engineering, Response, & Analytical Services (SERAS) contract. The solicitation number associated with this acquisition will be SOL#: 68HE0S18R0010. The anticipated timeframe of RFP issuance will be in the early portion of the first quarter of fiscal year 2019, most likely in late October. The Government reserves the right to make adjustment to this timeframe as necessary. This announcement is being posted for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this requirement is to provide national logistical, technical and analytical capabilities to the ERT in conducting Agency missions under following authorities: Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA), Oil Pollution Act (OPA), Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), Clean Water Act (CWA), Clean Air Act (CAA), National Oil and Hazardous Substances Pollution Contingency Plan (NCP), Presidential Decision Directives (PDD) 39, 62, and 63, National Response Framework (NRF), Robert T. Stafford Natural Disaster Act, Federal Emergency Management Act (FEMA) and other legislative acts. The REAC contract will be used to provide response support to all ten EPA regions ranging from emergency, time-critical Removal actions, Homeland Security/Incident of National Significance (INS) to non-time critical Removal and Remedial actions. The Government intends to award a single Fixed-Rate, Indefinite Delivery/ Indefinite Quantity (ID/IQ) contract, with work ordered through the issuance of task orders. The solicitation anticipates a contract period of performance which consists of a thirty-six (36) month base period with two (2) twelve (12) -month option periods, for a total maximum contract duration of sixty (60) months (5 years). This requirement will not be procured as a small business set-aside and will be issued competitively based on full and open competition using FAR Part 15 procedures. The purpose of this notice is to notify potential offerors of EPA's forthcoming requirement. This notice, the RFP, amendments and other information relevant to this procurement will be posted to www.fbo.gov. Additional information, including a draft SOW, can be found at www.FedConnect.net.
