- The purpose of this synopsis is to announce the intended addition of a sole source Bridge-Action Contract to the current FA8222-12-D-0001-SD02 ALCM Aging_Analysis_Support. The expected period of performance for this effort is 01 January 2019 through 30 June 2019, with the option to extend up to six months. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. There will be an opportunity forthcoming for firms to compete on a full and open follow-on contract action, estimated to begin 01 July 2019. If a firm believes, it is capable of meeting the Government's requirement/performing of the forthcoming contract services, your company may identify their interest and capability to the Contract Specialist within fifteen (15) days of this publication. The below information applies to all items that are being considered. PURPOSE/DESCRIPTION The Aging & Surveillance Program is a performance based effort to sustain and manage life cycle support services for the AGM-86B Air Launched Cruise Missile (ALCM) Aging and Surveillance (A&S) Laboratory Test Program. This program is necessary for engineering, technical support and sustainment of specific critical ALCM subsystems. The aging surveillance accommodated by this effort surrounds four subsystems: the Warhead Arming Device (WAD), Rotary Switch (RS), Impact Sensor (IS) and Guided Missile Flight Controller (GMFC). Performance of the WAD, RS and IS directly impacts nuclear weapon arming and fuzing, and performance of the GMFC is critical to missile navigation. Requirement includes operations and maintenance for unique "level of effort" engineering/technical services; delivery of specific ALCM A&S tasks; generate Service Select, Test, Analyze and Report (Service STAR) Test Program products; and support and develop new A&S test capability (including test equipment). •1. QR's: Qualification Requirements: Due to the complexity and criticality of this service, only the manufacturer that has successfully completed all testing required by the original contract, or manufacturers that have successfully completed all testing on items determined by the Government to be similar in complexity and criticality, can be considered approved sources for this item. Current qualified sources are: E-Spectrum, Cage Code: 1PKQ8,...10 U.S.C. 2304(C)(1), Justification: The services required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for services in which the Government intends to solicit and negotiate with only one, or a limited number of sources. Interested persons may identify their interest and capability to respond to the requirement or submit proposals at the appropriate time. REQUESTS: The proposed North American Industry Classification Systems (NAICS) Code is 541330, which has a corresponding Size Standard of $38.5 million. The Government is only interested in United States based Small Businesses, Section 8(a) Businesses, Service-Disabled Veteran-Owned Small Businesses, HUBZone Businesses, Economically Disadvantaged Women-Owned Small Businesses, and Women-Owned Small Businesses. RESPONSES: The approximate solicitation issue date, as stated above, will be issued as soon as possible to facilitate an estimated award date in July 2019. No telephone requests.
