Updated COCESS SOW Template with highlighted changes; dated 9 August 2018 Updated COCESS RFI Q&A Document; dated 9 August 2018 25 Sep 2018 COCESS RFI has been re-posted to include an updated SOW template and Q&A document. The Q&A document dated 9Aug2018 includes questions and answers 43-51 in response to feedback received after the 18 July teleconference with industry. The updated SOW reflects changes identified in the Q&A document. No responses are requested for this posting. ----------------------------------------------------------------------------------------- COCESS-RFI has been re-posted with new attachments as a result of industry feedback. Please see COCESS RFI Q&A_5July2018 for a narrative explanation of the "changes to database requirement" that were made as a result of industry feedback and responses to each of the questions/comments received. New versions of the Statement of Work (SOW), 52.212-1 Instructions to Offerors, and Draft Attachment Y, Pricing Coefficient Discount Table Template were also updated as a result of feedback. Changes made from the 10 May versions are highlighted in yellow for ease of review. For those interested in participating in a Government led walk-through of the requirement, solicitation, and evaluation procedures, AFICA/KC is hosting a teleconference on Wednesday, 18 July beginning at 1300 (1:00 pm) Eastern Time. All questions and comments will need to be submitted in writing following the meeting. Further instructions will be provided during the call. Briefing slides for the meeting will be posted as an amendment to this RFI, no later than 1700 (5:00 pm) Eastern on 17 July. ------------------------------------------------------------------------------------------ NOTIFICATION ADMINISTRATIVELY MODIFIED ON 21 MAY 2018 TO REMOVE CONTRADICTORY NAICS CODE WITHIN BODY OF SOURCES SOUGHT RFI DESCRIPTION BELOW: -------------------------------------------------------------------------------------------- ORIGINAL RFI POSTING FROM 10 May - 11 JUNE 2018 THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This announcement closes 12:00 p.m. Eastern Time on 11 June 2018. The Government is performing market research to determine potential sources for base Contractor Operated Civil Engineer Supply Store s (COCESS). The Government plans to consider all information submitted in response to this Sources Sought Notice. Air Force Installation Contracting Agency (AFICA) Operating Location Air Combat Command (OL-ACC), Langley Air Force Base, Virginia, is in the process of changing the pricing and solicitation procedures for future Air Force COCESS contracts. Future COCESS contracts may also include a requirement for Contractors to retrieve and input data into a recently implemented material control IT system (TRIRIGA) on the Government's network using Government computers. The Government is seeking industry feedback on the feasibility of executing the attached draft COCESS Statement of Work (SOW) template. The Government is also seeking feedback on the feasibility of industry proposing offers based on the attached draft solicitation instructions, evaluation procedures, and other referenced documents. Interested sources should respond by submitting: (1) Name, Address, and phone number of the firm (including CAGE code) (2) Size status (3) Feedback on the firm's ability to meet the requirements described in the attached documents. Recommended revisions or changes to the attached documents is also encouraged to help the Government improve the feasibility and efficiency of contract execution and proposal submittal/evaluation. (4) Firm's interest in participating in a Government led walk-through of the COCESS requirement and solicitation procedures. Any such meeting's date, time, and location (whether virtual or physical) is to-be-determined. Any information provided by industry to the Government as a result of this sources sought is strictly voluntary. The Government will not respond individually to industry firms, but may post amendments to this sources sought with additional information as a result of industry feedback. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of Contractor submission of responses, or the Government's use of such information. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and future Request for Proposals (RFPs). Below is a list and brief description of each attached document associated with this Sources Sought notice: Attachment 1. Draft COCESS Statement of Work (SOW) Template The Draft SOW Template is intended to be used by Air Force installations for future COCESS requirements. Each installation will need to customize the template for their specific location. Currently, the draft SOW template includes requirements related to the TRIRIGA IT system, but not all Air Force installations have migrated to the TRIRIGA software system. Attachment 2. Draft Addendum to 52.212-1, Instructions to Offerors Template The Draft Addendum to 52.212-1, Instructions to Offerors Template is intended to be used by Air Force installations for future COCESS requirement solicitations. The document describes proposal requirements for interested offerors. Please note, the document references "Attachment Y, Pricing Discount Coefficient Table" and "Attachment K, Common COCESS Items Price List." A draft version of Attachment Y has been provided as part of this Sources Sought notice. Attachment K will not be provided until an individual installation publishes a RFP. However, Attachment K will likely be created utilizing a percentage of the Common COCESS Parts List items found in Attachment 5 of this Sources Sought. Attachment 3. Draft Addendum to 52.212-2, Evaluation-Commercial Items Template The Draft Addendum to 52.212-2, Evaluation-Commercial Items is intended to be used by Air Force installations for future COCESS requirement solicitations. The document describes proposal evaluation procedures. Please note, the document references "Attachment Y, Pricing Discount Coefficient Table" and "Attachment K, Common COCESS Items Price List." A draft version of Attachment Y has been provided as part of this Sources Sought notice. Attachment K will not be provided until an individual installation publishes a RFP. However, Attachment K will likely be created utilizing a percentage of the Common COCESS Parts List items found in Attachment 5 of this Sources Sought. Attachment 4. Draft Attachment Y, Pricing Discount Coefficient Table Template The (Draft) Attachment Y, Pricing Discount Coefficient Table is referenced in the 3 preceding attachments of this Sources Sought. Per the draft SOW and Instructions to Offerors templates, Attachment Y is to be completed by offerors as part of their proposal. Offerors will be required to propose open source databases in order to price COCESS items. Offerors will also propose discount percentages in Attachment Y against their proposed open source databases for each category of COCESS item. Offeror's are thereby committing to sell items found in their proposed databases at the advertised list price of an item multiplied by the corresponding categories' proposed discount coefficient factor. Attachment 5. Common COCESS Parts List The Common COCESS Parts List is a sample of items previously purchased at COCESS stores across the Air Force. Attachments 3 and 4 of this Sources Sought reference an Attachment K, Common COCESS Items Price List. Attachment K does not currently exist, but will be developed prior to issuance of any resulting COCESS RFP. Attachment K will likely be developed utilizing items identified in the current Common COCESS Parts List. The purpose of providing this list as part of the Sources Sought is to solicit feedback from industry regarding any perceived challenges with proposing prices against items found on the Parts List utilizing the proposal procedures described in the preceding Sources Sought attachments. Attachment 6. Draft Material Control Playbook The Material Control Playbook is referenced in the SOW and provides detailed information on work tasks that will be required of future COCESS Contractors with regards to retrieving and inputting data into the TRIRIGA IT system. Please note, this is not a formal RFP, and no contract will result from this notice, nor does it commit the Government to any acquisition for these services.
