Solicitation Number: GS-04P-18-BV-C-0000 Notice Type: Sources Sought Synopsis: THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a Request for Proposal. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The General Services Administration (GSA) Southeast Sunbelt Region announces the opportunity for: Architect & Engineering services (A/E) to develop bridging documents as a lead designer for new Federal Courthouse in Huntsville, Alabama. When complete, the new Federal Courthouse will provide for the 10year space requirements and the expansion to meet the 30 year needs of the U.S. District Court in Huntsville. A/E Services will be procured utilizing the "Brooks Act" qualifications based selection process. GSA is seeking eligible small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns with current relevant qualifications, experience, personnel and capability to perform the proposed contracts. The Government anticipates a contract award for this project in July 2019. The appropriate NAICS Code is 541310 with a size standard of $7,500,000. General Work Requirements: Experience as a lead designer of new construction on similar projects of up to 70,000 gross square feet with a minimum construction cost of at least $40 million. Similar projects are defined as new construction of Class A Office buildings as defined by BOMA, museums, public assembly facilities, courthouses and religious facilities. Projects shall demonstrate substantial completion in the last 10 years. Firms should submit projects that incorporate the following: Sustainable Design (LEED, SITES) Building envelope innovation Uses and integration of state of the art technology This synopsis is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimate issuance of an award. The Government will not pay for any information solicited. If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. All qualified firms are encouraged to respond. It is requested that interested small businesses submit to the contracting officer a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. PAGES IN EXCESS OF THE FIRST 10 PAGES WILL NOT BE CONSIDERED. The documentation shall address, as a minimum, the following: (1) Examples of projects worked within the last ten years of similar size, scope and complexity. Indicate whether your firm worked as the lead designer or venture with another architect firm, contract value, brief description of how the referenced contract relates to the work described, and a point of contact. (2) Company profile, to include number of offices and number of employees per office, annual receipts, office location(s), DUNS number, and CAGE Code. (3) Please indicate if you are an eligible small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. All interested contractors should notify this office in writing, by email or regular mail by 2.00PM EST on Oct 9, 2018.
