- 1. Introduction/Purpose: The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) Separation Standards Analysis Branch (ANG-E61) is responsible for the development of separation minima and determination or application of separation minima in United States (US) controlled airspace. In conjunction with the International Civil Aviation Organization (ICAO) and the ICAO member states, ANG-E61 develops the global separation standards as well as applicable methodology for the determination and implementation of those standards. ANG-E61 conducts research, testing, and validation of advanced aviation separation and airspace concepts in analytical and modeled environments to determine technical and operational performance suitability and usability. The WJHTC is conducting this market survey to improve its understanding of the current marketplace and to identify capable sources who can support this separation standards analysis support requirement on a time and materials (T&M) type basis. The period of performance is anticipated to be five (5) years (a one (1) year base period and four 1-year options thereafter) from the date of contract award. 2. Incumbent Contractor: These services are currently being performed under Electronic FAA Accelerated and Simplified Tasks (eFAST) Master Ordering Agreement (MOA) DTFAWA10A-00086 task order no. 0006 by CSSI, Incorporated. 3. Nature of Competition: The acquisition strategy for the procurement has not been finalized. The FAA anticipates the procurement to be set-aside for competition among small business concerns. However, the final determination for the level of competition will be based on the results of this market survey. Additionally, the responses to this announcement will be a determining factor regarding whether the use of an existing Agency wide contract in accordance with AMS 3.2.1.2.3 is appropriate. 4. Standard Language: (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittals are solely at the interested vendor ™s expense. 5. North American Industry Classification System (NAICS) Code: The projected NAICS code for this requirement is 541330 “ Engineering Services with an applicable size standard of $15 million. The FAA will determine the size of an interested company responding to this market survey by referring to the System for Award Management (SAM) for NAICS 541330 (Engineering Services). 6. Submittal Requirements for Market Survey: Interested companies are required to submit a summary of their capabilities in meeting the FAA ™s requirement as described in the attached Draft SOW. This statement should not exceed five (5) pages in length. Please include the following: (i) technical approach, (ii) corporate experience in providing same or similar work within the last 5 years, and (iii) any additional information to assist the FAA in finalizing its acquisition strategy. 7. Delivery of Submittals: Interested companies must submit their response to this market survey electronically to annemarie.ternay@faa.gov by no later than 5 PM (EDT) on 10/15/2018. All questions regarding this market survey must be submitted via email to annemarie.ternay@faa.gov. 8. Other: Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. The FAA anticipates releasing the Solicitation in early calendar year 2019.
